NOTICE OF HYBRID PUBLIC HEARING 2026-2030 Consolidated Plan/ 2026 Annual Action Plan AGENCY: North Carolina Department of Commerce, Divisions of Rural Economic Development (REDD) and Community Revitalization North Carolina Housing Finance Agency North Carolina Department of Health and Human Services, Division of Aging and Adult Services North Carolina Department of Health and Human Services, HIV Care Program ACTION: This notice serves as notification that the North Carolina Department of Commerce Rural Economic Development Division (REDD) will host an official hybrid public hearing regarding the State of North Carolina's 2026-2030 Consolidated Plan and the 2026 Annual Action Plan. This hearing is open to in-person and virtual attendance for all who wish to comment on the 5-year Consolidated Plan and 2026 Annual Action Plan. The draft document may receive several updates prior to submission to the U.S. Department of Housing and Urban Development (HUD). SUMMARY The 2026-2030 Consolidated Plan and the 2026 Annual Action Plan (AAP) establish federal investments and proposed actions of the Consolidated Plan partner agencies. The document includes the following programs funded by HUD: • Small Cities Community Development Block Grant (CDBG) • HOME Investment Partnership (HOME) • Emergency Solutions Grants (ESG) • Housing Opportunities for Persons with AIDS (HOPWA) • Recovery Housing Program • Housing Trust Fund • Division of Community Revitalization AVAILABILITY OF REVIEW MATERIAL A copy of the State's 2026-2030 Consolidated Plan, and the 2026 Annual Action Plan will be available for public review from May 15, 2026, until June 15, 2026. All documents are available on the North Carolina Department of Commerce website (www.commerce.nc.gov). Copies are also available by request from REDD. PUBLIC COMMENT PERIOD Comments concerning the 2026-2030 Consolidated Plan and the 2026 Annual Action Plan should be made during the scheduled public comment period or hybrid public hearing. The scheduled comment period is from May 15, 2026, to June 15, 2026. A summary of all comments and the State's responses will be included in the final submission to HUD and posted on the Department's website.
