This project proposes the demolition of 1,398 SF of an existing two-story, 12,629 SF arts center building and the renovation of the remaining building. In addition, the project proposes a new one-story 9,399 SF addition. The arts center building will include vocational arts classrooms to support painting, ceramics, fibers and youth arts programming in addition to a multipurpose room and support spaces. The existing structure is of load bearing masonry and steel framed construction. This addition will be steel framed, Type VB construction, fully sprinklered with a non-separated business and assembly occupancy. The scope of work includes mechanical, electrical, and plumbing upgrades as well as the installation of fire sprinkler and alarm systems.

The date for bid deadline is June 4, 2026; at 3:00 PM; to be received at the location listed. Bids will be publicly opened and read aloud for the construction of the Sertoma Arts Center Improvements project. Bid documents are available from the CMAR. Bidders must be prequalified and will be required to show evidence that they are licensed to perform the work in the Bidding Documents as required by North Carolina General Statute, Chapter 87, and the Instruction to Bidders.
A non-Mandatory Pre-Bid Meeting will be held at the location listed above.
Sealed Bids must be hand delivered to Monteith Construction to the designated bid opening location and no later than the time listed above or mailed to Montieth Construction's Raleigh office for receipt on the date prior to the bid date. Bids will be then opened and read aloud after closing bidding at 3:00 PM. Bidders are strongly encouraged to solicit and secure bids from MWBE (Minority and Women-Owned Business Enterprise). All bid forms must be submitted in the sealed envelope labeled for each bid package. Combined bids should be submitted in separate, sealed envelopes.
After Bids are opened, the Owner and CMAR shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner/City Council reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance and the time specified in the Bid Form for the performance of the Contract.
Bid Security in the amount of five percent (5%) of the Bid must accompany each Bid and shall be subject to the conditions provided in the Instruction to Bidders.
MWBE Policy
Pursuant to N.C. General Statutes 143-128.2 and 143-131, bidders shall identify certified MWBE participation in their bids and document the Good Faith Efforts performed to identify certified MWBEs. The City's aspirational goal is 15% certified MWBE participation for construction projects of $300,000 or more and $100,000 or more that includes state funding.
All bidders are required to demonstrate a good faith effort to meet this goal, regardless of if a Bidder is itself a certified MWBE.
