THE CITY OF RALEIGH NOTICE OF PUBLIC HEARING TO CHANGE THE ZONING ORDINANCE AND COMPREHENSIVE PLAN The Raleigh City Council will hold Public Hearings on May 19, 2026. in the Council Chamber of the Avery C. Upchurch Municipal Building, 222 W. Hargett Street. The Public Hearings will be conducted to receive comments from the public and consider changing the City's zoning ordinance and 2030 Comprehensive Plan. Written comments regarding a public hearing can be submitted to the City Clerk's office, Room 207, Municipal Building, 222 West Hargett Street, Raleigh, or via email to cityclerkpetition@raleighnc.gov up to twenty-four hours prior to the May 19, 2026 meeting. To speak in-person at a public hearing, you are required to sign up by3 p.m. on the Fridayprior tothe meeting. You must sign up at www.raleighnc.gov/public-hearings-city-council. You may also call the Clerk's office at 919-996-3040 to sign up. NOTE: Copies of public hearing proposals are on file with Raleigh Planning and Development or can be accessed via the internet at www.raleighnc.gov/development. Public Hearings at 1:00 p.m. Z-15-25 Battle Bridge Rd, being Wake County PIN 1741256016, located at the intersection of Auburn Knightdale Road and Battle Bridge Road. Approximately 24 acres are requested to be rezoned by Wake County and the City of Raleigh from Residential-4 (R-4) to Industrial Mixed Use-3 Stories-Conditional Use (IX-3-CU). Proposed conditions would exempt the property from Block Perimeter requirements, prohibit certain uses, and restrict maximum development intensities across mixes. Z-35-25 Ligon Mill Rd, being Wake County PIN 1738826674 located on the west side of Ligon Mill Road between Taylors Ridge Road and Hartham Park Avenue. Approximately 59.21 acres are requested by Collier R Marsh, Parker Poe, on behalf of PulteGroup,LLC,forJudy J. Vaughnto be rezoned from Wake County Zoning Residential-30 (R-30) to Residential-6-Conditional Use (R-6-CU) for residential development. Proposed conditions include limiting residential development to 180 units, prohibiting apartment buildings, provide open space requirements and amenities, provide a financial contribution to Raleigh Fire, establish buffering and landscaping requirements, provide for greenway easement dedication, and enhanced stormwater and watercourse protection regulations. Z-39-25 Heck St, being Wake County PIN 1714102600, located at the intersections of Oakwood Avenue, Idlewild Avenue, and Heck Street. Approximately 0.51 acres are requested to be rezoned by 319 Heck Street LLC from Residential-10 with New Bern-Edenton Neighborhood Conservation Overlay District (R-10 w/NCOD) to Residential Mixed Use-4 Stories-Conditional Use (RX-4-CU). Proposed conditions prohibit cemetery and retail sales, specific minimum lot frontages for Oakwood Avenue and other public rights of way, and require the installation of a commemorative plaque citing the site's location in the Idlewild neighborhood. Approximately 7.02 acres are requested to be rezoned by Six Forks Office from Office Mixed Use-3 Stories-Parking Limited Frontage-Conditional Use (OX-3-PL-CU) and Office Mixed Use-3 Stories-Parking Limited Frontage (OX-3-PL) to Neighborhood Mixed Use-5 Stories-Urban Limited Frontage-Conditional Use (NX-5-UL-CU).
