THE CITY OF RALEIGH NOTICE OF PUBLIC HEARING TO CHANGE THE ZONING ORDINANCE AND COMPREHENSIVE PLAN
The Raleigh City Council will hold Public Hearings on May 5, 2026. in the Council Chamber of the Avery C. Upchurch Municipal Building, 222 W. Hargett Street. The Public Hearings will be conducted to receive comments from the public and consider changing the City's zoning ordinance and 2030 Comprehensive Plan.
Written comments regarding a public hearing can be submitted to the City Clerk's office, Room 207, Municipal Building, 222 West Hargett Street, Raleigh, or via email to cityclerkpetition@raleighnc.gov up to twenty-four hours prior to the May 5, 2026 meeting.
To speak in-person at a public hearing, you are required to sign up by3 p.m. on the Fridayprior tothe meeting. You must sign up at www.raleighnc.gov/public-hearings-city-council. You may also call the Clerk's office at 919-996-3040 to sign up.

Z-38-25 Trailwood Dr, being Wake County PINs 0793240026, 0793144260, 0793134771, located 400 feet south of the intersection of Avent Ferry Road and Trailwood Drive. Approximately 13.8 acres are requested to be rezoned by Floresta, LLC from Residential-6-Conditional Use with Special Residential Parking Overlay District (R-6-CU w/SRPOD) and Residential-4 with Special Residential Parking Overlay District (R-4 w/SRPOD) to Residential Mixed Use-3-Conditional Use (RX-3-CU) and Residential-10-Conditional Use (R-10-CU). Proposed conditions would require a limit on disturbance in the floodplain, a no-rise certification, a minimum building façade frontage, at least one street-facing pedestrian entrance, and the installation of "Super Silt" fencing along any watercourse buffer. Z-52-25 Blue Ridge Road, being Wake County PIN 0795152818, located 170 ft west of the intersection of Blue Ridge Road and Morningside Drive. Approximately 1.61 acres are requested to be rezoned by The Forge at Blue Ridge LLC from Residential-4 (R-4) to Residential Mixed Use-3 Stories-Conditional Use (RX-3-CU). Proposed conditions would limit residential development to 20 units, prohibit retail uses on the site, and prohibit the apartment building type. Z-01-26 W Martin St, Commerce Pl, & W Davie St, being Wake County PINs 1703575845, 1703575770, 1703574577, at intersections of Commerce Place, W Davie Street, and W Martin Street. Approximately 1.28 acres are requested to be rezoned by Martin-Dawson Property LLC from Downtown Mixed Use-5 Stories-Shop Frontage (DX-5-SH) and Downtown Mixed Use-20 Stories-Conditional Use (DX-20-CU) to Downtown Mixed Use-20 Stories-Conditional Use (DX-20-CU). Proposed conditions prohibit certain uses, include historic preservation conditions for the W Martin Street structure, require one dog waste station and a public plaza to be provided in future development, and apply the Main Street streetscape standards to the S Dawson Street frontage.
