Notice of Public Comment Period City of Durham Draft FY2026-2027 Annual Action Plan Housing & Neighborhood Services Department 101 City Hall Plaza Durham, NC 27701 The City of Durham is providing an opportunity for residents to review and comment on the Draft FY2026-2027 Annual Action Plan (AAP). The AAP provides details on the City’s use of Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME) Consortium, Emergency Solutions Grant (ESG), and Housing Opportunities for Persons With AIDS (HOPWA) entitlement block grant funding from the U.S. Department of Housing and Urban Development (HUD). The Draft AAP covers the period from July 1, 2026 through June 30, 2027. HUD notified the City on April 3, 2026 of final entitlement amounts for FY 2026-2027. The City expects to receive $1,900,653 in CDBG funds, $995,941.18 in HOME funds, $170,218 in ESG funds, and $1,037,322 in HOPWA funds. Copies of the Draft FY2026-2027 AAP will be available for public review from April 21, 2026 – May 22, 2026. A digital copy will be available on the City of Durham Housing & Neighborhood Services Department website located at https://www.durhamnc.gov/4607/HUD-Annual-Funding- Documents.
