HOME-ARP Allocation Plan May 4, 2026 – 7:00 P.M.

The Durham City Council will hold a Public Hearing to receive comments from City of Durham residents regarding a Substantial Amendment to the approved HOME-American Rescue Plan (HOME- ARP) Allocation Plan. A Substantial Amendment occurs when the City makes changes or modifies an approved Consolidated Plan or Annual Action Plan. On May 15, 2023, the U.S. Department of Housing and Urban Development (HUD) approved the City of Durham’s HOME- ARP Allocation Plan to utilize $4,352,661.00 for the development of 25 affordable rental housing units for individuals and/or families experiencing literal homelessness. In the Substantial Amendment, the City will reallocate the awarded amount to provide eligible HOME-ARP Supportive Services to households experiencing homelessness and those at imminent risk of homelessness, thus allowing the funds to assist hundreds of vulnerable households in Durham.
The proposed Substantial Amendment will be available for public review and comment from April 7, 2026 – May 6, 2026 on the City of Durham website located at https://www.durhamnc.gov/4576/Community-Safety. The Public Hearing is scheduled for May 4, 2026 at 07:00 PM during the Durham City Council Meeting. Durham stakeholders interested in providing public comments should follow the City of Durham’s Public Comment Instructions.
