Public Notice SUMMARY OF NOTICE OF INTENT TO REMEDIATE A DRY-CLEANING SOLVENT FACILITY OR ABANDONED SITE N.C. Department of Environmental Quality Division of Waste Management Dry-Cleaning Solvent Cleanup Act (DSCA) Program Former Avalon Cleaners DSCA Site ID DC920037 Pursuant to N.C.G.S. §143-215.104L, on behalf of The Village Square LP, the North Carolina Department of Environmental Quality's (NCDEQ's) private contractor has prepared a Notice of Intent to Remediate a Dry-Cleaning Solvent Facility or Abandoned Site (NOI). The purpose of this Summary of the NOI is to notify the community of the proposed remedy for the contamination site and invite comment on the proposed remedy. Avalon Cleaners formerly conducted dry-cleaning operations at an unnamed outdoor shopping center at 682 Cary Towne Boulevard, in Cary, North Carolina. The former dry-cleaner is currently occupied by the Posh Nail & Spa. Dry-cleaning solvent contamination in soil and/or groundwater has been identified at the following parcel(s): 682 Cary Towne Boulevard, in Cary; Parcel No. 0763-97-5022 An investigation of the extent of contamination has been completed. A risk assessment of the contaminated properties concluded that the contamination poses no unacceptable risks. A Risk Management Plan (RMP) has been prepared which proposes using land-use controls to prevent current and future risks at the affected properties. The elements of the complete NOI are included in the RMP which is available online at deq.nc.gov/ncdsca under "DSCA Public Notices and Announcements". The public comment period begins April 12, 2026, and ends May 11, 2026. Comments must be in writing and submitted to NCDEQ no later than May 11, 2026.
