RE: Cumberland County MSW Landfill - Phase V

The N.C. Department of Environmental Quality's Solid Waste Section has prepared draft Solid Waste Permit No. 2601-MSWLF-1997 that would approve a lateral expansion to the Cumberland County Municipal Solid Waste Landfill, Phase V, located at 698 Ann Street, Fayetteville, NC, in Cumberland County. The landfill receives municipal solid waste (MSW) and is owned and operated by Cumberland County.
The proposed Phase V expansion would add approximately 38.6 acres of disposal area. The permitted volume of disposal would increase by approximately 4.7 million cubic yards and extend the life of the landfill by approximately 22 years. The permit amendment does not change the landfill property boundary, waste streams, daily tonnage limits, or the service area.
In accordance with 15A NCAC 13B .1603(c)(4) and North Carolina General Statute 130A-294(a3), issuance of a new or modified permit that includes an expansion of the disposal footprint requires preparation of a draft permit and a 45-day public comment period.
A 45-day public comment period regarding this draft permit begins April 6, 2026, and ends at 5:00 p.m. on May 21, 2026. Comments should be submitted in writing to Jordan Russ at jordan.russ@deq.nc.gov, or by mail at the following address:

A public hearing has not been scheduled for this permit action. The public can request a public hearing. The request should be in writing and include a statement supporting the need for such a hearing. If the Section determines that significant public interest exists, the public will be notified of the date, time, and location of the scheduled hearing.
Written comments may be submitted during the full comment period. All comments received within the 45-day period will be considered prior to the final determination to approve or disapprove the application.
