THE CITY OF RALEIGH NOTICE OF PUBLIC HEARING TO CHANGE THE ZONING ORDINANCE AND COMPREHENSIVE PLAN The Raleigh City Council will hold Public Hearings on April 7, 2026. in the Council Chamber of the Avery C. Upchurch Municipal Building, 222 W. Hargett Street. The Public Hearings will be conducted to receive comments from the public and consider changing the City's zoning ordinance and 2030 Comprehensive Plan. Written comments regarding a public hearing can be submitted to the City Clerk's office, Room 207, Municipal Building, 222 West Hargett Street, Raleigh, or via email to cityclerkpetition@raleighnc.gov up to twenty-four hours prior to the April 7, 2026 meeting. To speak in-person at a public hearing, you are required to sign up by 3 p.m. on the Friday prior to the meeting. You must sign up at www.raleighnc.gov/public-hearings-city-council. You may also call the Clerk's office at 919-996-3040 to sign up. NOTE: Copies of public hearing proposals are on file with Raleigh Planning and Development or can be accessed via the internet at www.raleighnc.gov/development. Public Hearings at 7:00 p.m. TCZ-14-25 2211, 2221, 2231 S New Hope Rd, being Wake County PINs 1722945976, 1722848717, 1732041995, located at the intersection of S New Hope Rd and Anamosa St. Approximately 58.65 acres are requested for Text Change to Zoning Conditions by OTRE LLC and LoBro. The request is for a text change to zoning conditions. The site is currently zoned Community Mixed Use-5 Stories-Conditional Use (CX-5-CU). Proposed conditions prohibit certain uses, limit residential development to the townhouse, attached house, and apartment building type and 450-650 units, limit non-residential uses, limit building height to 4 stories and development along S New Hope Rd, require additional landscaping, and improved pedestrian connections. Approximately 2.81 acres are requested to be rezoned by Arya Asgari from Residential-4 with Special Residential Parking Overlay District (R-4 w/SRPOD) to Residential-10-Conditional Use with Special Residential Parking Overlay District (R-10-CU w/SRPOD). Proposed conditions prohibit certain uses; the apartment building type shall be prohibited, development shall not exceed 32 units, increased setbacks and plantings will be required along Trailwood Drive and the southern property line. Approximately 37 acres of land are requested to be rezoned from Office Mixed Use, 3 stories, Detached frontage, and with General Historic Overlay District (Blount Street) (OX-3-DE w/HOD-G) to Commercial Mixed Use, 3 stories, with conditions and General Historic Overlay District (Blount Street) (CX-3-CU w/HOD-G). Proposed conditions include prohibiting certain uses; limiting event attendees on site; requiring monitoring through a dedicated property manager; prohibition of outdoor amplified sound; time limits on services; parking restrictions; landscaping requirements; regulations involving short-term rentals; and property access regulations. Approximately 1.85 acres of land are requested to be rezoned by Paul and Mary Lee from Office Mixed Use, 3 Stories, with Neighborhood Conservation Overlay District – Mordecai 2 (OX-3 w/NCOD) to Office Mixed Use, 4 Stories, Conditional Use (OX-4-CU). Proposed conditions would prohibit certain uses; require archival documentation provisions related to the existing structure; allow the option for salvage of existing structure prior to demolition; prohibition on vinyl siding excluding trim and decorative elements; regulations to address frontage elements along public right-of-way; building height requirements along Mordecai Drive; and specific setbacks for Mordecai Drive and Mimosa Drive. Approximately 7.95 acres are requested to be rezoned by Hamid Sadeghi, David Sadeghi, Laura Zambanini, and Ross Zambanini from Residential-2 with Special Residential Parking Overlay District &Trailwood Neighborhood Conservation District (R-2 w/SRPOD & NCOD) and Residential-4 with Special Residential Parking Overlay District (R-4 w/SRPOD) to Residential-10-Conditional Use (R-10-CU). Proposed conditions would limit development to 156 units, require affordability of units, require minimum lot sizes, frontages, and setbacks equal to the existing NCOD. Approximately .69 acres are requested to be rezoned by Patrick and Sarah Madigan from Residential-4 with Neighborhood Conservation Overlay District (King Charles South) (R-4 w/NCOD) to Residential-6-Conditional Use (R-6-CU). Proposed conditions restrict development to detached house building type, limit subdivision to 4 lots, require a minimum front yard setback of 25 ft, and limit building height to 2 stories.
