PUBLIC NOTICE
The purpose of this notice is to satisfy the public notice requirements of North Carolina General Statute 130A-295.01(e). Safety-Kleen Systems, Inc., operates a hazardous waste management facility located at 125 Sommerville Park Road in Raleigh, North Carolina. Safety-Kleen is providing notice to inform the public and provide a general description of the facility's operation, types of hazardous materials and wastes managed at the facility, and a general description of the facility's emergency response contingency plan. Safety-Kleen has been in operation at the present location for more than 40 years providing responsible and safe waste management and environmental recycling services for an array of automotive, commercial and industrial businesses, as well as governmental agencies and institutions throughout central and eastern North Carolina, including Wake County. Safety-Kleen provides a host of parts cleaning and environmental services for businesses of all sizes. These businesses include some of the nation's largest organizations to the locally owned and operated automotive repair shops. Our commitment to environmental compliance and operational excellence is evidenced by our ISO 14001: Environmental Management Systems program. Operations at our 3.8-acre south Raleigh location include the accumulation and safe storage of various waste materials and parts cleaning products. The waste materials and products include recycled and used petroleum solvents, commercial dry-cleaner wastes, paint related wastes, used oil, used oil filters, oily wastewater, and used immersion parts cleaner. The facility functions as a hazardous waste storage facility operating pursuant to 40 CFR Part 264, Standards for Owners and Operators of Hazardous Waste Treatment, Storage and Disposal Facilities. The Facility also operates as a Transfer Facility under 40 CFR Part 263 and comparable State of North Carolina standards applicable to transporters of hazardous waste. As such, the facility may also hold hazardous wastes in closed USDOT approved containers for a period of ten (10) days or less during the normal course of transportation. The facility's hazardous waste operating permit authorizes the facility to conduct the following operations: storage of used petroleum (parts cleaning) solvent waste in a fixed roof aboveground steel storage tank provided with secondary containment; operation of two drum washer/dumpster units for conveying used parts cleaning solvent to the aboveground tank; and three enclosed secondarily contained container storage areas for ignitable and non-ignitable wastes, respectively. All the waste materials managed at the facility are temporarily stored in these areas while awaiting transportation to other off-site recycling and waste management facilities. No disposal or treatment of waste occurs at this facility. Safety-Kleen's contingency plan specifies safety and emergency response procedures to be implemented in the event of a significant release of hazardous materials/wastes or a fire involving these materials at the facility. The plan lists all emergency equipment that must be maintained on site. The current plan is approved by NCDEQ and specifies actions that must occur during such an emergency event. Copies of the contingency plan have been provided to local emergency response agencies with jurisdiction over this facility. Arrangements have also been made with these agencies, including the Wake County Emergency Management Agency, to provide emergency response assistance to the facility if such an emergency were to occur. These agreements attest that the agencies are familiar with the facility's contingency plan and will respond if needed.
