NOTICE OF PUBLIC HEARING 2026-27 Annual Action Plan Tuesday, April 7, 2026 at 7:00 PM Whitted Human Services Building 300 W. Tryon St., Hillsborough, NC 27278 Background Each year, Orange County, as a member of the Orange County HOME Consortium, receives funds from the U.S. Department of Housing and Urban Development (HUD) through the HOME Investment Partnerships (HOME) Program. The Consortium comprises Orange County, the Town of Carrboro, the Town of Chapel Hill, and the Town of Hillsborough, led by Orange County. Orange County submits an Annual Action Plan to HUD outlining HOME fund usage, aligning with the Consortium’s Five-Year Consolidated Plan. This Annual Action Plan covers FY 2026-2027, starting July 1, 2026, and ending June 30, 2027, addressing housing and non-housing needs and strategies for County residents. Estimated Award Amounts The County is awaiting notification from the U. S. Department of Housing & Urban Development (HUD) on the final FY26 HOME allocation for our community – the following plan is a draft based on estimated numbers from the FY25 HOME allocation. Upon receipt of the actual allocations, the county will adjust its plan to align with the allocation percentages outlined below. The County estimates that the following funding amounts will be available: Anticipated 2026 HOME Allocation $375,940 Program Income $13,306 Match funding from municipalities $84,587 Total available HOME resources: $473,833 The County anticipates undertaking the following projects with the goal of serving 25 low-income households, either through rental assistance or the rehabilitation of existing homeowner units: Proposed Projects Proposed Allocation HOME Administration $37,594 Homeowner Rehabilitation (50%) $180,000 Tenant Based Rental Assistance (50%) $256,239 Total HOME resources allocated: $473,833 Draft Plan To see the draft Annual Action Plan in full, please visit the Orange County Housing website and navigate to the HOME Program tab at http://orangecountync.gov/2336/HOME- Program. Meeting Information A Public Hearing will be held to receive input on the draft Annual Action Plan.
