NOTICE OF PUBLIC HEARING
The City Council of the City of Raleigh, North Carolina (the "City") has determined to consider whether to enter into an installment contract financing arrangement under Section 160A-20 of the General Statutes of North Carolina for the purpose of providing funds, together with any other available funds, to pay the costs of (a) renovating and expanding the existing Convention Center and (b) acquiring, constructing and equipping a new amphitheater to replace the amphitheater in the vicinity of the existing Convention Center (collectively, the "Project").
The City expects to issue a limited obligation bond (the "Bond") pursuant to an existing Trust Agreement, dated as of July 1, 2024, and a Fifth Supplemental Trust Agreement, each between the City and the trustee named therein, in an aggregate principal amount not to exceed $157,500,000 for the above-described purposes. The Bond will be structured as a short-term draw-down instrument to be subsequently refinanced with long-term fixed rate limited obligation bonds. The City may determine to issue the Bond in multiple series or sub-series. In connection with the execution and delivery of the Trust Agreement, the City delivered a Deed of Trust, as supplemented by a First Supplement to Deed of Trust, granting a lien of record on the site of the existing Convention Center and Fire Station No. 3, together with all improvements and fixtures located and to be located thereon.
Section 160A-20 of the General Statutes of North Carolina requires that the City hold a public hearing prior to entering into the Fifth Supplemental Trust Agreement and issuing the Bond.
Please take notice that the City Council of the City will conduct a public hearing in the City Council Chambers at the Avery C. Upchurch Government Complex located at 222 West Hargett Street in Raleigh, North Carolina at 7:00 p.m. on April 7, 2026, at which time any person may be heard regarding the proposed plan of finance, the Project and the Bond.
Any person wishing to comment in writing on the plan of finance, the proposed Fifth Supplemental Trust Agreement and the issuance of the Bond may submit written comments to the City of Raleigh, 222 West Hargett Street, Post Office Box 590, Raleigh, North Carolina 27602; Attention: City Clerk.
