CASTO-CCM Sanford Owner, LLC ("Developer") will receive separate sealed proposals for the Riverbirch Redevelopment Project – Utilities Improvements at the office of CASTO at 215 E. Chatham Street, Suite 201, Cary, NC 27511 Monday through Friday from 9:00 AM to 4:00 PM, until Thursday, March 26, 2026, at 3:00 PM, local time. Proposals received after this time will not be accepted.
The bid opening will occur on Friday, March 27, 2026, at 10:00 AM, local time at 225 East Weatherspoon Street, Sanford, NC 27330.
The project will include the removal of existing water and sewer lines, disconnection of services to existing buildings, installation of new 8-inch water lines and 8-inch sanitary sewer lines, installation of 6-inch sanitary sewer services, sanitary sewer manholes, and appurtenant water and sewer equipment necessary to provide a complete water and sewer utility system serving the Riverbirch Redevelopment.
The project will also include demolition of existing pavement, curbing, sidewalks, and other hard surfaces required for removal of existing utilities and installation of new utilities. The work will include trench excavation, backfill, compaction, and rock excavation associated with new utility installations, installation of backflow preventers and meters, fire line connections including fire department connections (FDCs) and post indicator valves (PIVs), and other associated infrastructure improvements. Coordination with adjacent properties will be required to ensure maintenance of water and sewer services during construction.

Bidders are responsible for ensuring receipt of their proposal by the stated date and time. Bidders are responsible for the review of any addenda for the project and shall acknowledge the addenda in their proposal submission. To qualify, all proposals shall be submitted in accordance with the requirements of the Request for Proposals and the Bid Documents.
All bidders shall comply with all applicable laws regulating the practice of general contracting as contained in Chapter 87 of the General Statutes of North Carolina which requires the bidder to be licensed by the N.C. Licensing Board for Contractors when bidding on any project where the bid is $30,000 or more, except for certain specialty work as determined by the Licensing Board. Bidders shall also comply with all other applicable laws regulating the practices of electrical, plumbing, heating and air conditioning, and refrigeration contracting as contained in Chapter 87 of the General Statutes of North Carolina.
The selected Contractor will be required to provide a completion bond with a penal sum equal to 125% of the estimated cost of the improvements remaining at any given point in time and to meet all insurance and bonding requirements contained in the Contract Documents.
Developer reserves the right to reject any or all proposals, to waive informalities, or to reject non-conforming, non-responsive, or conditional proposals. Developer further reserves the right to award portions of the Work to different proposers if deemed to be in the best interest of the Project. Developer is not required to award the project to the lowest qualified bidder.
Developer awards contracts without regard to race, religion, color, national origin, sex (including pregnancy), sexual orientation, gender identity, age, disability, veteran status, genetic information, or any other legally protected class characteristic. Proposers shall demonstrate good faith efforts to solicit participation from Minority-, Women-, and Disadvantaged-Business Enterprises (MWSB/DBE) consistent with applicable North Carolina law.
