Revised Notice to Bidders
Blum Construction has been selected as the Construction Manager @ Risk by NC State University and will receive and publicly open sealed proposals from prequalified bidders for the construction of Phase 4B of the University Towers Residence Hall project in Raleigh, NC. Sealed bids will be delivered to NCSU's Administrative Services III Building (2601 Wolf Village Way, Raleigh, NC 27607) and then read aloud.
PROJECT DESCRIPTION: NC State's ongoing renovations of the University Towers student housing building are underway. This phase of the work includes interior patching and painting of walls and ceilings, as well as sitework renovations to the surface lot and underground storm water piping for Summer 2026.
The bid opening process will be as follows:
Thursday, March 19, 2026: Bids will need to be dropped off in the Lobby at NCSU's Administrative Services III Building (2601 Wolf Village Way, Raleigh, NC 27607). All sealed bids will be required to be placed in a sealed envelope labeled with the required details listed in the bid manual.
Receipt of bids will officially close at 1:00pm – No bids or supplemental documents will be accepted after the bid closing.
Bid opening will begin half an hour after bid closing time and will be publicly read out loud. The bid opening will be held both in person and via video conferencing. We will go systematically by bid package until all qualified bids are read.
Any package not opened on the day of March 19th due to a lack of bids received will be rebid on March 31st at 1:00pm. Additional details will be released.

Principal trade contractors are solicited for the following bid packages:
BP0100 General Trades ($65K)
BP0990 Interior Painting ($550K)
BP3100 Sitework ($650K)
BP3212 Asphalt Paving & Striping ($170K)
Additional packages may be added and deleted by the Owner and Construction Manager.
Blum Construction has a long-standing commitment to maximize minority and other HUB participation on all our projects, and we recognize the importance NC State University and the State of North Carolina places on minority and HUB participation. There is an established 10% MWBE participation goal on this project. Historically underutilized and minority business participation is strongly encouraged. If MWBE subcontractors require assistance with bonding or payment terms, please let us know. Blum Construction has the ability to create custom solutions to support a successful project outcome. Examples of Trade Partner Support include quick pay arrangements, modified insurance limits, bonding access or alternative bonding solutions, joint check agreements, disaggregation of bid packages, break out of materials and equipment to support cash flow.
No facsimile or email submissions are permitted. Sealed bids must be received prior to the bid opening time at the location noted above. Sealed bids can be mailed but should arrive before 4:00 pm on the day before the bid to Blum Construction Company, 4020 Westchase Blvd, Suite 160, Raleigh, NC 27607, Attention: Lauren Ashley. Blum will receive, open and read publicly all bids received.
Bids will only be accepted from prequalified bidders. The Construction Manager and Owner reserve the right to add prequalified bidders. The Construction Manager and Owner reserve the right to reject any and all bids. No facsimile or email submissions are permitted.
