NOTICE OF PUBLIC HEARING ON PROPOSED MULTIFAMILY HOUSING REVENUE BONDS FINANCING BY THE TOWN OF CHAPEL HILL, NORTH CAROLINA Notice is hereby given that the Town Council of the Town of Chapel Hill (the "Town") will hold a public hearing as required by Section 147(f) of the Internal Revenue Code of 1986, as amended (the "Code"), with respect to the proposed issuance by the Town of its multifamily housing revenue bonds in an amount up to $7,000,000 (the "Bonds"). The Bonds are expected to be issued by the Town and the proceeds thereof loaned to Elliott Chase Housing Partners, LP, a North Carolina limited partnership, or an affiliated or related entity (the "Borrower"), pursuant to a plan of finance to provide funds to finance the acquisition, rehabilitation and equipping by the Borrower of (i) a 39-unit qualified residential rental project (as defined in Section 142(d) of the Code) known as Elliott Woods Apartments and located at 106 N. Elliott Road in the Town, and (ii) a 40-unit qualified residential rental project (as defined in Section 142(d) of the Code) known as Chase Park Apartments and located at 1060 NC-54 in the Town (collectively, the "Developments"). The Developments will be owned or operated by the Borrower. The maximum principal amount of Bonds to be issued to finance Elliott Woods Apartments is approximately $3,500,000 and the maximum principal amount of Bonds to be issued to finance Chase Park Apartments is approximately $3,500,000. The Bonds, when and if issued by the Town, will be issued pursuant to Article 1 of Chapter 157 and Section 160D-1311(b) of the General Statutes of North Carolina and shall not be a debt of the State of North Carolina (the "State"), the Town, or any political subdivision thereof and none of the State, the Town or any political subdivision thereof shall be liable thereon, nor in any event shall such Bonds be payable out of any funds or properties other than those of the Town derived solely from payments made by the Borrower. The public hearing, which may be continued or adjourned, will be held on March 4, 2026, at 6:00 p.m. (or as soon thereafter as the hearing is held) in the Council Chambers of the Town Hall, 405 Martin Luther King, Jr. Boulevard, Chapel Hill, North Carolina 27514. Any person interested in the issuance of the Bonds or the Developments may appear and be heard at the public hearing.
