The Durham City-County Planning Commission will hold a public hearing on February 24, 2026, at 5:30 p.m. to hear the following: Anticipated Adoption of a new unified development ordi- nance, called the Land Development Code (LDC) What is the LDC? The LDC contains laws that regulate the density, location, size, use, and type of buildings allowed on parcels of land, which apply to new development or redevelopment of property in the City and County of Durham. The LDC will create a new set of zoning districts with new standards, allowed uses, and a new zoning map. Will my property be impacted? All properties in Durham Coun- ty will be impacted to some extent. The creation of a new development or- dinance was called for in the Durham Comprehensive Plan that was ad- opted in October of 2023. That Plan contains our community’s vision for how growth and development will be managed into the future. Creating new zoning districts and standards that are aligned with the vision in the Comprehensive Plan is one major way we are implementing the Plan. Over the last two and a half years, Planning Staff have been engaging the community on this new code. It is anticipated that this project will be formally adopted in summer, 2026, and would become effective a few months after adoption. How does this get adopted? The formal adoption process for the LDC requires two public hearings. First hearing: A public hearing of the Planning Com- mission on Tuesday, February 24, 2026, beginning at 5:30 p.m. in the City Council Chambers located in City Hall (101 City Hall Plaza). This board is a 14-member citizen advisory board appointed by the City Council and the Board of County Commissioners to advise the elected boards on land use and planning matters. Second hearing: A public hearing (and final decision to approve or deny any request) is conducted by the Durham City Council and Durham County Board of Commissioners. This hearing has not been scheduled yet. An advertisement for the second public hear- ing will be published at a later date. For any hearing, any interested party may speak at the public hear- ing. Please be advised that substantial changes to the proposed action may be made during and following a public hearing, prior to the govern- ing board’s final decision. How do I learn more?
