Notice of Public Hearing City of Durham FY2026-2027 Annual Action Plan February 16, 2026 – 7:00 P.M. Durham City Council Chambers – City Hall 101 City Hall Plaza Durham, NC 27701 A Public Hearing will be held by the Durham City Council to receive resident comments on affordable housing and community development needs in Durham neighborhoods. It is envisioned that these “needs” may be addressed through the use of the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME) Consortium, Emergency Solutions Grant (ESG), and Housing Opportunities for Persons With AIDS (HOPWA) funds, contained in the upcoming FY2026-2027 Annual Action Plan. The U.S. Department of Housing and Urban Development (HUD) has not yet notified the City of final entitlement amounts for FY 2026-2027. For planning purposes, the City expects to receive approximately $1,925,000 in CDBG funds, $975,000 in HOME funds, $175,000 in ESG funds, and $1,100,000 in HOPWA funds. The Public Hearing is scheduled for Monday, February 16, 2026, at 7:00 P.M. during the Durham City Council Meeting.
