THE CITY OF RALEIGH NOTICE OF PUBLIC HEARING TO CHANGE THE ZONING ORDINANCE AND COMPREHENSIVE PLAN The Raleigh City Council will hold Public Hearings on February 3, 2026. in the Council Chamber of the Avery C. Upchurch Municipal Building, 222 W. Hargett Street. The Public Hearings will be conducted to receive comments from the public and consider changing the City's zoning ordinance and 2030 Comprehensive Plan. Approximately 7.81 acres is requested to be rezoned by RITD LLC from Heavy Industrial with Special Highway Overlay District (IH w/SHOD-2) to Industrial Mixed Use-5 stories-Conditional Use with Special Highway Overlay District (IX-5-CU w/SHOD-2). Proposed conditions would limit retail and restaurant uses to 10,000 square feet and restrict indoor play courts to 50 courts.
