The Julia Ellen Crump Foundation, Inc. Former Burlington Mill Waste Water Treatment Plant (WWTP) Site Cleanup Project Public Notice: Submission of EPA Brownfields Cleanup Grant Application and Review of Analysis of Brownfields Cleanup Alternatives (ABCA) The Foundation intends to submit a Brownfields Cleanup Grant Application to the U.S. EPA to conduct cleanup activities at the former Burlington Mill WWTP Plant (Site) located in Wake Forest, Wake County, NC. Brownfields are real property where the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. If funded, the grant will be used for site cleanup, community outreach, and redevelopment planning activities. The cleanup work will be performed in accordance with one of the alternatives outlined in the Analysis of Brownfields Cleanup Alternatives (ABCA). This notice is to inform the community of the preparation of the grant application and the Draft ABCA. The Draft ABCA is available for review and public comment prior to the grant application submission deadline of January 28, 2026. Community input is an integral part of brownfields cleanup and community-based organizations are encouraged to review the draft grant application and ABCA and provide comments. Interested citizens are invited to provide comments and/or show support for the application. A public input meeting will be held at the Alston Massenburg Center (416 N. Taylor St., Wake Forest, NC), on January 13, 2026 from 5 PM to 7 PM.
