THE CITY OF RALEIGH NOTICE OF PUBLIC HEARING TO CHANGE THE ZONING ORDINANCE AND COMPREHENSIVE PLAN
The Raleigh City Council will hold Public Hearings on January 6, 2026. in the Council Chamber of the Avery C. Upchurch Municipal Building, 222 W. Hargett Street. The Public Hearings will be conducted to receive comments from the public and consider changing the City's zoning ordinance and 2030 Comprehensive Plan.
Written comments regarding a public hearing can be submitted to the City Clerk's office, Room 207, Municipal Building, 222 West Hargett Street, Raleigh, or via email to cityclerkpetition@raleighnc.gov up to twenty-four hours prior to the January 6, 2026 meeting.
To speak in-person at a public hearing, you are required to sign up by3 p.m. on the Fridayprior tothe meeting. You must sign up at www.raleighnc.gov/public-hearings-city-council. You may also call the Clerk's office at 919-996-3040 to sign up.

Z-26-25 Leesville Rd, being Wake County PIN 0778398384, at the intersection of Englehardt Drive and Leesville Road. Approximately 1 acre is requested to be rezoned by Katina Scott from Industrial Mixed Use-3 stories with Special Highway Overlay District-2 and Airport Overlay District (IX-3 w/ SHOD-2 and AOD) to Residential Mixed Use-3 stories (RX-3), removing both overlays. Approximately 7.81 acres is requested to be rezoned by RITD LLC from Heavy Industrial with Special Highway Overlay District (IH w/SHOD-2) to Industrial Mixed Use-5 stories-Conditional Use with Special Highway Overlay District (IX-5-CU w/SHOD-2). Approximately 11.4 acres are requested to be rezoned by North Hills Owner LP, NHMOO LLC, Oberlin Acquisition LLC, Lassiter Owner LP, North Hills Retail Expansion Owner LP, and North Hills Condominium Owners Association, Inc. from Commercial Mixed Use-5 stories-Parking Limited frontage (CX-5-PL) and Commercial Mixed Use-12 stories-Urban Limited frontage with Special Highway Overlay District-2 (CX-12-UL w/ SHOD-2) to Commercial Mixed Use-12 Stories-Conditional Use, Commercial Mixed Use-20 stories-Conditional Use w/ SHOD-2, and Commercial Mixed Use-40 stories-Conditional Use w/ SHOD-2 (CX-12-CU, CX-20-CU w/ SHOD-2, and CX-40-CU w/ SHOD-2). Proposed conditions would establish four zoning districts and describe the properties subject to the rezoning; limit maximum height to 37 stories; prohibit certain uses; and establish maximums for the following: gross building square footage; number of dwelling units; office and medical square footage; and commercial square footage. They would also require development in the Lassiter Site include at least one (1) GSI design feature; require certain building types to meet green building certification standards; provide for a 10,000-square-foot open space area in the Lassiter Site; provide for a 30,000-square-foot open space area in the Six Forks & Lassiter Site; establish parking standards and setbacks along Rowan Street and Six Forks Road; prohibit on-site parking on Six Forks Road and/or Lassiter Mill Road and establish build-to ranges along Six Forks Road; provide for a contribution of $400,000 to the Raleigh Fire Department; and require stepbacks for buildings along Rowan Street. TC-1-25 Omnibus Text Change 2023 & 2024 Readoption, this text change amends the Unified Development Ordinance (UDO) to correct errors, clarify procedures, and advance policy goals. It also seeks to reintegrate parts of two previously adopted text changes (TC-2-24 and TC-5-23) that remain valid after recent changes in state law (Session Law 2024-57), which had nullified those prior updates.
