NOTICE OF PUBLIC HEARINGS PLEASE TAKE NOTICE that the Board of Commissioners for the County of Durham will hold two Public Hearings on Monday, December 8, 2025 at 7:00pm to receive comments on: (1) A proposed performance-based expenditure in the amount of $750,000 split over a multi-year period for an office headquarters project for Aspida Financial Services, LLC (Project Speedy). The funds will be paid from the General Fund of the County of Durham and will increase the business prospects of the County by creating approximately 1,000 new jobs and $28.75 million in capital investment; and (2) A proposed performance-based expenditure in the amount of $5,500,000 split over a multi-year period for an industrial project for Novartis Gene Therapies, Inc. (Projects Arrowwood & Red Cedar). The funds will be paid from the General Fund of the County of Durham and will increase the business prospects of the County by creating approximately 280 new jobs and $540 million in capital investment. The meeting will be held on Monday, December 8, 2025 at 7:00pm at 200 E Main Street - 2nd Floor (Commissioner's Chambers) in Durham, North Carolina.
