THE CITY OF RALEIGH NOTICE OF PUBLIC HEARING TO CHANGE THE ZONING ORDINANCE AND COMPREHENSIVE PLAN The Raleigh City Council will hold Public Hearings on December 2, 2025. in the Council Chamber of the Avery C. Upchurch Municipal Building, 222 W. Hargett Street. The Public Hearings will be conducted to receive comments from the public and consider changing the City's zoning ordinance and 2030 Comprehensive Plan. Written comments regarding a public hearing can be submitted to the City Clerk's office, Room 207, Municipal Building, 222 West Hargett Street, Raleigh, or via email to cityclerkpetition@raleighnc.gov up to twenty-four hours prior to the December 2, 2025 meeting. To speak in-person at a public hearing, you are required to sign up by3 p.m. on the Fridayprior tothe meeting. You must sign up at www.raleighnc.gov/public-hearings-city-council. You may also call the Clerk's office at 919-996-3040 to sign up. Public Hearings at 1:00 pm Z-27-25 Grove Ave, being Wake County PIN 0783495285 and 0783495491 located 0.3 miles south of the intersection of Western Blvd and Grove Ave. Approximately 2.65 acres are requested to be rezoned by Urban Oak Properties LLC from Residential-6 with Special Residential Parking Overlay District (R-6 w/SRPOD) to Residential-10-Conditional Use with Special Residential Parking Overlay District (R-10-CU w/SRPOD). Proposed conditions would prohibit certain uses and provide additional notice and relocation reimbursement to current residents at the time of redevelopment. Approximately 12 acres are requested to be rezoned by CP 4500 Western LLC from Commercial Mixed Use – 5 stories with Special Highway Overlay District -2, Special Residential Parking Overlay, and Transit Overlay District (CX-5 w/SHOD-2, SRPOD, and TOD) to Commercial Mixed Use –20 stories – Conditional Use with Transit Overlay District (CX-20-CU w/ TOD). Proposed conditions would prohibit certain uses, lay out specific development scenarios, and provide building height limitations for a portion of the site. Approximately 22.98 acres are requested to be rezoned by Greenway Residential, LLC from Commercial Mixed Use – 5 stories – Conditional Use (CX-5-CU) to Commercial Mixed Use – 5 stories – Conditional Use (CX-5-CU). Proposed conditions would prohibit certain uses; restrict number of non-residential parcels fronting South New Hope Road; limit retail and office entitlement; limit residential units to 175; specify greenway easement dedication criteria and additional stormwater and floodplain protections. The request would rezone nine properties from Planned Development with Special Highway Overlay District-2 and Airport Overlay District (PD w/ SHOD-2 and AOD) to PD, keeping the corridor overlay and removing the airport overlay from the southeast portion of the site (PD w/ SHOD-2). The request would decrease the non-residential square footage permitted on the site; increase the number of residential and hotel units permitted; and prohibit office uses. It would continue to allow for heights up to 195 feet. Proposed conditions would prohibit specific uses otherwise allowed in R-10. Proposed conditions would prohibit all building types except Open Lot. The property is outside Raleigh's extraterritorial jurisdiction (ETJ) and contiguous to city limits. This rezoning request is accompanied by annexation petition AX-25-25. This request seeks to revise the current zoning conditions of the Residential-10 Conditional Use (R-10-CU) district by removing the condition limiting height to 35' (2 Stories).
