PUBLIC FINANCE AUTHORITY NOTICE OF PUBLIC HEARING WITH RESPECT TONOT TO EXCEED $70,000,000 Education Revenue Bonds(Triad Educational Services, Inc.) Durham Project Notice is hereby given that on Wednesday, November 26, 2025, a public hearing, as required by Section 147(f) of the Internal Revenue Code of 1986, as amended (the "Code"), will be held by the designated Hearing Officer of the Superintendent of Public Instruction of the State of North Carolina (the "Superintendent"), with respect to the proposed plan of finance for the issuance by the Public Finance Authority (the "Authority") of its Education Revenue Bonds (Triad Educational Services, Inc.), in one or more series, from time to time as part of a plan of finance (the "Bonds"), in a principal amount not to exceed $70,000,000. The hearing will be held at the conference room on the first floor of the building located at 2222 Chapel Hill-Nelson Hwy, Durham, North Carolina 27713 at 10:30 a.m., or as soon thereafter as the matter can be heard. The Bonds are expected to be issued pursuant to Section 66.0304 of the Wisconsin Statutes, as amended, and the proceeds from the sale of the Bonds will be loaned to Triad Educational Services, Inc., a North Carolina nonprofit corporation and an organization described in Section 501(c)(3) of the Code, or a successor or related entity (the "Borrower"), and used to (a) finance, refinance and/or reimburse the costs of the acquisition, construction, installation, renovation, rehabilitation, improvement, furnishing and equipping of educational facilities located at 2224 Chapel Hill-Nelson Hwy, Durham, North Carolina 27713, expected to consist of an approximately 74,000 square foot building on an approximately 12.3-acre site, designed to serve approximately 900 students in grades K-8 (the "Facilities"), (b) fund capitalized interest, working capital and reserve funds with respect to the Bonds, if required, and (c) pay certain costs of issuance in connection with the issuance of the Bonds (collectively, the "Project"). The Facilities will be operated by Triad Math and Science Academy Company, a North Carolina nonprofit corporation (the "School"), as a public charter school in connection with its mission of preparing students through STEAM-focused academics, character education, social-emotional learning, and strong family support, to succeed in careers and to thrive as leaders in a diverse and technology-based society. The Bonds will be special limited obligations of the Authority payable solely from the loan repayments to be made by the Borrower to the Authority, and certain funds and accounts established by the bond indenture under which the Bonds will be issued. The public hearing is intended to comply with the public approval requirements of Section 147(f) of the Code. The Bonds will not constitute an indebtedness or general obligation of the State of North Carolina, or any county, municipal corporation or political subdivision of the State of North Carolina. The Bonds will not constitute a debt or liability of any member of the Authority, the State of Wisconsin or any political subdivision or agency thereof. The Bonds will not be paid from taxes. The public hearing will provide an opportunity for all interested persons to express their views, both orally and in writing, on the issuance of the Bonds and the financing and/or refinancing of the Project. Any person interested in the issuance of the Bonds may appear and be heard or submit written comments. Any person wishing to submit written comments regarding the issuance of the Bonds, the financing and/or refinancing of the Project or any matter related thereto should do so within seven (7) days after the date of publication of this notice by delivering such written comments to the Director of the Office of Charter Schools, 6303 Mail Service Center, Raleigh, NC 27699-6303. This notice is given pursuant to the provisions of Section 147 of the Code and the Act. Additional information concerning the Project may be obtained from the School at 3570 Amberlight Road, Suite A200, Apex, North Carolina 27502.
