DETERMINATION OF NON-SIGNIFICANCE (DNS) ADOPTION OF EXISTING DOCUMENT Deschutes Valley Trail Segment C TUM-26-0924 Description of proposal: Construct a paved non-motorized trail with gravel shoulders linking Tumwater Valley Drive to Deschutes Valley Park. Title of Adopted Document: Washington Department of Transportation (WSDOT) National Environmental Policy Act (NEPA) Documented Categorical Exclusion (DCE). (DOT Form 140-100). Description of document (or portion thereof) being adopted: The WSDOT DCE (DOT form 140-100EF) for NEPA is an approved process for the Department of Transportation Washington State to provide NEPA approval to local agencies. The proposed Deschutes Valley Trail – Segment C project was reviewed and approved through this process. The project consulted with the Washington Department of Archeology (DAHP) for the section 106 Cultural Resource Process. The site was determined to meet the NEPA classification of a Federal Highway Administration (FHWA) Determination of Categorical Exclusion (DCE). The City of Tumwater has identified and adopted this document as being appropriate for this proposal after independent review. The referenced documents meet the need for the environmental review for the proposal. The Federal Highway Administration (FHWA) has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2) (c). This determination is based on the following findings and conclusions: The application materials include a wetland delineation and mitigation plan, critical areas report, and mazama pocket gopher screening study. Consultations with DAHP for Cultural Resource determined this project would have "no effect to historic resources". The NEPA reviewed 12 additional environmental laws and policies for the above titles project action area. The NEPA found no effect concerning the additional laws and policies. This project was determined to meet the NEPA classification of a FHWA DCE.
