PFAS REMEDIATION PROJECT
INVITATION FOR PROPOSALS
Madrona Beach Water Service (MBWS) is requesting proposals from qualified engineering firms to provide professional engineering services for the evaluation, design, permitting, and implementation of a PFAS remediation system for its public drinking water system. The estimated project cost is approximately $300,000.00.
This project is intended to address the presence of per- and polyfluoroalkyl substances (PFAS) in the water supply and to ensure compliance with applicable Washington State Department of Health (DOH) drinking water standards and regulatory requirements.
Project Background
MBWS operates a public water system serving its members in Thurston County, WA. Recent sampling and regulatory developments related to PFAS necessitate evaluation and implementation of a treatment solution to reduce PFAS concentrations in the water and ensure long-term regulatory compliance and public health protection.
Funding for this project is anticipated through the Washington State Department of Health Drinking Water State Revolving Fund (DWSRF) and the Environmental Protection Agency (EPA). As such, applicable state and federal requirements will apply.
Scope of Work
The selected engineering firm will be responsible for providing services that may include, but are not limited to, the following tasks:
PFAS Treatment Evaluation (review existing water quality and PFAS data, evaluate and compare feasible PFAS treatment strategies for our system);
Preliminary Engineering and Design (prepare plans, specifications, and cost estimates for PFAS treatment, prepare technical planning documents as required by DOH);
Permitting and Regulatory Coordination (submit required documentation to DOH and coordinate with local, state, or federal agencies as necessary);
Funding Support (prepare cost and technical documentation needed for funding eligibility, assist with meeting DWSRF loan requirements);
Bidding and Construction Support (prepare bid documents, assist with advertising and contractor selection, support project management, provide construction engineering and inspection services as needed, oversee project to ensure compliance with approved specifications);
Startup, Testing, and Compliance (Support system startup and performance testing, assist with post-installation water quality sampling and reporting, prepare final reports and as-built documentation).
Contractor Requirements
All bidders and subcontractors must have an active Unique Entity Identifier (UEI). Contractors must comply with all applicable federal, state, and local regulations. All work will be subject to the higher of Washington State prevailing wage rates or applicable federal wage rates.
Bid Submission
Bids will be accepted until 5:00pm on February 27, 2026. Bids will be submitted to MBWS by email at MBWSH2O@gmail.com. Late submissions will not be considered.
Selection Process
MBWS will evaluate proposals based on qualifications, relevant experience with PFAS treatment projects, understanding of regulatory requirements, familiarity with similar Group A water systems, and overall responsiveness.
The most highly ranked firm will be selected, and MBWS will negotiate a professional services agreement with that firm. MBWS shall have the right to reject any or all bids.
