Thurston PUD Tanglewilde – Thompson Place 600 Water System PFAS Remediation Project Estimated Cost of the Project: $2,223,332 INVITATION FOR BIDS Sealed bids will be received by Thurston PUD (District), located at 1230 Ruddell Rd. SE, Lacey, WA 98503 until 10 AM, Wednesday, February 18, 2026, for the general contract for the construction of a new PFAS water treatment system for the Tanglewilde 600 Water System. The project consists of the construction of a pre-engineered metal building, installation of owner furnished granular activated carbon (GAC) pressure vessels and media, replacement of three groundwater well pumps and all other appurtenances to complete the scope of work. Contractors may obtain the contract documents by requesting them from the District at doug.piehl@thurstonpud.org at no cost. Bid Security: A certified or bank cashier's check for 5 percent of the bid amount, payable to Thurston PUD, or a bid bond executed by a licensed bonding company is required with each bid. Rejection of Bids: The District shall have the right to reject any or all bids not accompanied by bid security or data required by the bidding document or a bid in any way incomplete or irregular. All applicants must have an active Unique Entity Identifier (UEI) number to submit a bid, including subs. The District is an equal opportunity employer. Disadvantaged Business Enterprises (Small, Minority- and Owned Businesses) are encouraged to submit bids. All work performed on the project will be subject to the higher of the state prevailing wage or federal rates. The bids will be opened at 10 AM, Wednesday, February 18, 2026, at the District's main office, 1230 Ruddell Rd SE, Lacey WA 98503. This project is funded through the Washington State Drinking Water State Revolving Fund (DWSRF) with federal funds from the Environmental Protection Agency. DWSRF requirements and provisions must be met by general contractors and all subcontractors. Optional Pre-bid conferences will be held at 10 AM, Tuesday, February 10, 2026, at the corner of Husky Way and 414 Wildcat St SE, Lacey, WA 98503. Representatives of Thurston PUD will be present to discuss the Project. Bidders are encouraged to attend and participate in the conference. Engineer will transmit to all prospective Bidders of record such Addenda as Engineer considers necessary in response to questions arising at the conference.
