● South Carolina Public Service Authority (“Santee Cooper”) and Dominion Energy South Carolina, Inc. (“DESC,” and together with Santee Cooper, “Joint Applicants”) filed a Joint Application for a Certificate of Environmental Compatibility and Public Convenience and Necessity (“Certificate”) to jointly construct and operate an energy infrastructure project (as defined by S.C. Code Ann. § 58-37-100(6)) with the Public Service Commission of South Carolina (“Commission”).
Project Construction of an Advanced Class Combined Cycle (“CC”) Generating Plant (the “Canadys Joint Resource” or “Canadys Station”) and Associated Facilities
Affected County Colleton County Total Plant Capacity 2,180 megawatts Project Location Brownfield Site located at DESC’s former coal-fired Canadys Steam Plant in
Colleton County and is approximately forty miles northwest of Charleston, SC (“Site”)
Estimated Project Costs $5 billion for the generation facilities; $96 million for the Edisto River Switchyard Target Date for Commercial Operation Mid - 2033 ● DESC requests that the Commission issue an Order authorizing DESC to lease fifty percent (50%) interest in the Site
to Santee Cooper. Why are the Joint Applicants asking the Commission to issue a Certificate in this case?
● On September 16, 2025, Santee Cooper filed its 2025 Integrated Resource Plan (“IRP”) Update, and it selected the Canadys Joint Resource as an integral component to meet current load growth and reliability requirements.
● On January 30, 2023, DESC filed its 2023 IRP; contemplated the retirement of its coal-fired Arthur M. Williams Station by December 31, 2030; and selected a natural gas combined cycle (“NGCC”) in all build plans. On March 31, 2025, DESC filed its 2025 IRP Update and modeled a 50% share in a shared NGCC resource as a generation asset.
The case was filed according to S.C. Code Ann. Sections 58-33-10 et seq., 58-37-100, et seq., S.C. Code Ann. Regs. 103- 304 and S.C. Code Ann. Regs. 103-825 and 103-823 and other applicable rules and regulations of the Commission; and this hearing has been scheduled according to S.C. Code Ann. Section 58-33-130 and S.C. Code Ann. Regs. 103-817. A public hearing has been scheduled in this case to begin on Thursday, March 12, 2026, at 10:00 a.m., with only attorneys present for procedural issues and no witnesses and reconvening on Tuesday, April 14, 2026, at 10:00 a.m. to receive evidence and hear from witnesses, and continued, as necessary on Wednesday, April 15, 2026, at the call of the Chairman at the Public Service Commission, Hearing Room, 101 Executive Center Drive, Columbia, SC 29210.
