Fifth Five Year Review for Environmental Cleanup Sites at Riverbank Army Ammunition Plant, Riverbank, CA The United States Department of the Army announces the commencement of a Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Five Year Review (FYR) for environmental cleanup actions at the Riverbank Army Ammunition Plant, Riverbank, CA. The FYR will assess the protectiveness of remedies and risks related to groundwater and the landfill. Based on site investigations, the U.S. Army determined that groundwater is impacted by previous site activities and groundwater cleanup response actions are ongoing. The Record of Decision requires a 20-year maintenance period for the landfill and, although that time period is past, the FYR process is used to determine whether continued maintenance of the landfill cover is necessary. The FYR is required pursuant to CERCLA § 121 and National Contingency Plan (NCP) 40 CFR § 300.430(f)(4)(ii) to ensure that the current Remedy-in-Place continues to protect human health and the environment.
