HOME-ARP FUNDING OPPORTUNITY
The City of Turlock, on behalf of the Turlock/Stanislaus County HOME Consortium, is inviting eligible applicants to apply for HOME-ARP (American Rescue Plan) Funds for activities that are consistent with the approved HOME-ARP Allocation Plan. The application deadline is October 14, 2026 3:00 pm.
The Turlock/Stanislaus County HOME Consortium received a HOME-ARP allocation of $5,331,399 to reduce homelessness and increase housing stability for specific vulnerable populations. The approved HOME-ARP Allocation Plan identifies two eligible project types:
Affordable rental housing development and, if applicable, nonprofit operating support and/or capacity building for nonprofit housing developers receiving a direct HOME-ARP rental housing award. For-profit or nonprofit housing developers, public agencies, or Community Housing Development Organizations (CHDOs) are eligible to apply.
Supportive services and, if applicable, nonprofit operating support and/or capacity building for nonprofit supportive service providers receiving a direct HOME-ARP supportive services award. Eligible applicants for supportive services may include nonprofit organizations or public agencies that will administer HOME-ARP supportive services as a subrecipient, or another eligible entity approved by the City.
Projects and activities funded under this opportunity must be completed within 24 months following execution of a funding agreement, unless otherwise authorized by the City. All awarded HOME-ARP funds must be fully expended by March 31, 2030, or earlier if required by the City to ensure timely drawdown before federal deadlines.
The Turlock/Stanislaus County HOME Consortium includes the cities of Turlock, Ceres, Hughson, Newman, Oakdale, Patterson, Riverbank, and Waterford, and all unincorporated areas of Stanislaus County. The City of Modesto received its own HOME-ARP allocation; therefore, projects and services located in the City of Modesto are not eligible for this funding opportunity.

All proposals must be submitted electronically through the OpenGov Procurement Portal. Paper submissions and proposals submitted in person or by mail will not be accepted.

All proposals must be received electronically no later than October 14, 2026 by 3:00 p.m. (PST) for 2027-RFP-009 HOME Investment Partnerships Program - American Rescue Plan (HOME-ARP) Affordable Rental Housing Development and 2027-RFP-010 HOME Investment Partnerships Program - American Rescue Plan (HOME-ARP) Supportive Services, at which time they will be publicly opened in the Conference Room at Municipal Services.
No oral, telegraphic or telephone bids will be considered.
The City reserves the right to reject any or all bids or to waive any informalities or minor irregularities in a bid.
