Notice of Preparation – Environmental Impact Report for the
Modesto East Walmart Supercenter Project
Notice is hereby given that the City of Modesto, as Lead Agency under the California Environmental Quality Act (CEQA), will prepare an Environmental Impact Report (EIR) for the proposed Modesto East Walmart Supercenter Project (Project). Pursuant to CEQA Guidelines Sections 15082 and 15103, this Notice of Preparation (NOP) is being circulated to responsible agencies, trustee agencies, interested organizations, and members of the public to solicit comments regarding the scope and content of the environmental information to be addressed in the EIR. The City has determined that the proposed Project may have one or more significant effects on the environment. Accordingly, preparation of an EIR is required. Project Location and Description. The 29.81-acre project site is located at 4000 Oakdale Road in the City of Modesto (City), Stanislaus County, California, and is identified as Assessor's Parcel Number (APN) 083-003-018. The site is currently undeveloped and consists of former agricultural land historically used for orchard and vineyard cultivation. The project site is located within the Tivoli Specific Plan (TSP) area and is designated Regional Commercial (RC) and zoned Regional Serving Commercial (RSC). The Project proposes development of a Walmart Supercenter and associated commercial uses, including a 181,128-square-foot (sf) Walmart Supercenter, a fuel station containing 10 fuel dispensers (20 fueling positions), three 20,000-gallon underground storage tanks, and an associated convenience store; and two commercial outparcels intended for future retail and restaurant development. Additional project components include parking areas, internal circulation improvements, landscaping, lighting, storm drainage facilities, utility infrastructure, signage, and other site improvements to support the operation of the proposed development. The Project would provide approximately 732 parking spaces, including electric-vehicle charging spaces, accessible parking spaces, and designated online-order pickup parking spaces. Based on the current conceptual site plan, the Walmart Supercenter and associated parking areas would occupy approximately 21.63 acres; the fuel station and convenience store would occupy approximately 1.55 acres; Outparcel 1 would occupy about 2.19 acres; and Outparcel 2 would occupy about 0.97 acres. The Project also includes associated off-site roadways and circulation improvements necessary to serve the proposed development and support planned growth within the TSP area. Improvements include the construction of roundabouts at the intersections of Oakdale Road and Claratina Avenue and Oakdale Road and Mable Avenue, the construction of a third roundabout along the future Claratina Avenue extension, the extension of Claratina Avenue east of Oakdale Road, frontage improvements, pedestrian and bicycle facilities, utility improvements, and related circulation infrastructure. Approximately 3.47 acres would be dedicated as public right-of-way to accommodate these roadways and circulation improvements. The certified Tivoli Specific Plan EIR expressly excluded discount superstores, including Walmart Supercenters, from the development program evaluated therein. Because the Project includes the development of a Walmart Supercenter, the Project proposes a land use not evaluated in the certified TSP EIR. Accordingly, the EIR will evaluate the environmental impacts associated with the proposed Walmart Supercenter, associated fuel station and convenience store, future commercial outparcels, roadway improvements, utility infrastructure, and related project components. For purposes of CEQA review, the Project includes all on-site and off-site improvements necessary to support implementation of the proposed development. The EIR will evaluate the full scope of reasonably foreseeable environmental impacts associated with Project construction and operation. A detailed Project Description and Initial Study are available for review at the City of Modesto Community and Economic Development Department and on the City's website at: www.modestogov.com/1559/California-Environmental-Quality-Act-AB-. Anticipated Approvals. The Project is expected to require discretionary approvals from the City of Modesto, including, but not limited to: Certification of the Environmental Impact Report; Tivoli Specific Plan Amendment; Final Development Plan approval; Tentative Parcel Map approval; Right-of-way dedications and improvement agreements; and other permits and approvals necessary to implement the Project. Agency and Public Review. The City of Modesto seeks comments regarding the scope and content of the environmental analysis to be included in the EIR. Responsible agencies, trustee agencies, and other public agencies should identify environmental information germane to their statutory responsibilities that should be addressed in the EIR. Interested organizations and members of the public are encouraged to submit comments regarding environmental issues that should be analyzed. Due to the time limits established by State law, comments regarding the scope and content of the EIR must be received by the City no later than 30 days following publication of this Notice of Preparation. The public review period begins July 5, 2026, and ends on August 3, 2026. If no response is received by the close of the review period, the City will presume that no comments are offered regarding the scope and content of the EIR. Pursuant to CEQA Guidelines Section 15082(c), responsible agencies, trustee agencies, and other public agencies may request a consultation meeting with the City regarding the scope and content of the environmental information to be included in the EIR. Scoping Meeting. The purpose of the scoping meeting is to receive comments regarding the scope and content of the environmental analysis to be included in the EIR. Probable Environmental Effects and Scope of the EIR. Based on the Initial Study prepared for this Project, the EIR is anticipated to evaluate the following environmental issue areas: Agricultural and Forestry Resources, Air Quality, Biological Resources, Cultural Resources, Energy, Geology/Soils, Greenhouse Gas Emissions, Hazards and Hazardous Materials, Hydrology and Water Quality, Land Use and Planning, Noise, Public Services, Transportation, Tribal Cultural Resources, Utilities and Service Systems, Cumulative Impacts, and Growth Inducing Impacts. The Initial Study concluded that impacts related to Aesthetics, Mineral Resources, Population and Housing, Recreation, and Wildfire would be less than significant or would result in no impact. Accordingly, these issue areas are not anticipated to require detailed evaluation in the EIR unless comments received during the NOP review period identify substantial evidence supporting additional analysis. The Initial Study prepared for the Project provides additional information regarding the Project and its potential environmental effects and is available for public review at the City of Modesto Community and Economic Development Department and on the City's website.
