STANISLAUS COUNCIL OF GOVERNMENTS (STANCOG) NOTICE OF 30-DAY and 55-DAY PUBLIC REVIEW AND COMMENT PERIOD AND PUBLIC HEARINGS DRAFT 2027 FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM (FTIP), 2026 REGIONAL TRANSPORTATION PLAN/SUSTAINABLE COMMUNITIES STRATEGY (RTP/SCS), AIR QUALITY CONFORMITY ANALYSIS, AND ENVIRONMENTAL IMPACT REPORT (EIR) NOTICE IS HEREBY GIVEN that the Stanislaus Council of Governments (StanCOG) has released the following documents for public review and comment and will be holding public hearings to receive public comment: The Draft 2027 Federal Transportation Improvement Program (FTIP), 2026 Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS), accompanying Air Quality Conformity Analysis, and the Draft Environmental Impact Report (EIR) prepared for the 2026 RTP/SCS. Public Review and Comment A 30-day public review and comment period for the Draft 2027 FTIP will begin on July 6, 2026, and end on August 5, 2026, at 4:00 PM. A 55-day public review and comment period for the Draft 2026 RTP/SCS, Air Quality Conformity Analysis, and EIR will begin on July 6, 2026, and end on August 30, 2026, at 4:00 PM. Following the public comment period, the documents will be considered for adoption, by resolution, by StanCOG at a regularly scheduled Policy Board meeting to be held on September 16, 2026. The documents will then be submitted to state and federal agencies for approval. Project Descriptions: The 2027 FTIP is a near-term listing of capital improvement and operational expenditures utilizing federal and state monies for transportation projects in Stanislaus County during the next four years. The 2026 RTP/SCS is the region's long range transportation plan through 2049 and is an update to the 2022 RTP/SCS. The accompanying Conformity Analysis contains the documentation to support a finding that the 2027 FTIP and 2026 RTP/SCS meet the air quality conformity requirements for ozone and particulate matter. Project Location: The 2026 RTP/SCS covers the entire area of Stanislaus County and includes the cities of Ceres, Hughson, Modesto, Newman, Oakdale, Patterson, Riverbank, Turlock, and Waterford. Capital improvement transportation projects, identified in the draft 2026 RTP/SCS, are located on State highways, County roads, and locally owned streets, as well as on transit district property, airports, rail lines and property, and public utility lands. Probable Environmental Effects: The Draft EIR provides a programmatic analysis of environmental impacts related to the implementation of the 2026 RTP/SCS. It discloses significant effects for the following resource categories: aesthetics; agriculture; air quality; biology; cultural resources; energy; geology and soils; greenhouse has and climate change; hazards and hazardous materials; hydrology and water quality; noise; transportation; tribal cultural resources; and wildfire.
