NOTICE OF AVAILABILITY EXPLANATION OF SIGNIFICANT DIFFERENCES No. 2 TO THE RIVERBANK ARMY AMMUNITION PLANT RECORD OF DECISION The Army has prepared an Explanation of Significant Differences (ESD) for the Record of Decision (ROD) for Riverbank Army Ammunition Plant. The Army has prepared this second ESD (ESD#2) to describe changes to the groundwater remedy. This ESD#2 modifies the groundwater remedy to include the following elements: Clarification of the 1994 ROD to identify the provision of permanent potable water supply (PPWS) to well water users within the plume of the contaminants released during historical operations. A State covenant to restrict use of the RBAAP property. Implementation of On-Post Land Use Controls Monitoring Devices at RBAAP. Off-Post Groundwater Land Use Controls The RBAAP Administrative Record includes the ROD and documents that formed the basis for selection of the remedy as well as the ESD#1 and ESD#2 (the subject of this public notice).
