NOTICE INVITING BIDS
OAKDALE JOINT UNIFIED SCHOOL DISTRICT
NOTICE IS HEREBY GIVEN that the Oakdale Joint Unified School District of Stanislaus County, California, acting by and through its Governing Board, hereinafter referred to as the "Owner" or "District", will receive prior to 2:00pm on the 29th day of May 2026 sealed bids for the award of a Contract for the following:

OAKDALE JUNIOR HIGH SCHOOL SITE WORK AND ADA COMPLIANCE UPGRADE
All bids shall be made and presented only on the forms presented by the District. Bids shall be received by Larry Mendonca, Superintendent, at the District Office located at 168 S. Third St., Oakdale, California 95361, and all bids shall be opened and publicly read aloud at the above stated time and place. The District's time clock shall govern and control the time for all bids to be received by the District and no other clock shall be used to determine the time when bids shall be received by the District in accordance with this Notice Inviting Bids. Any bids received after the time specified above or after any extensions due to material changes shall be returned unopened.
The Contract Time is 77 Calendar days.
CONTRACTOR should consult the General Conditions, Supplementary Conditions, and General Requirements regarding Milestones and Liquidated Damages.
Prequalification of Bidders
As a condition of bidding for this Project, and in accordance with California Public Contract Code section 20111.5, prospective bidders are required to submit to the District a completed set of prequalification documents on forms provided by the District. These documents will be the basis for determining which bidders are qualified to bid on this Project.
Bids will not be accepted if a Contractor has not been prequalified where prequalification is required. Prequalification documents are available from the Quality Bidders Website at qualitybidders.com. Prequalification documents must be submitted by May 24th 2026 @ 2:00pm- but not less than five days prior to bid opening date. Contractors will be notified by telephone, fax or by mail of their prequalification rating within a reasonable period of time after submission of their prequalification documents, but not less than one day prior to the bid opening date.
If this Project includes work that will be performed by mechanical, electrical or plumbing ("MEP") subcontractors (contractors that hold C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43 or C-46 licenses), such MEP subcontractors must also be prequalified. A list of prequalified MEP subcontractors will be made available by the District to all bidders at least five business days prior to the bid opening date. It is the responsibility of the bidder to ensure that all MEP subcontractors holding any of the licenses listed above are properly prequalified before submitting a bid. This prequalification requirement applies even if the subcontractor will perform, or is designated to perform, work that does not require one of the licenses listed above, but the subcontractor holds one of the licenses listed above.
Miscellaneous Information
The Contract Documents, including but not limited to all Bid Documents, are available at https://www.ojusd.org/district/measure-g/ojhs-site-works. It is the responsibility of each prospective bidder to obtain all Contract Documents for review and to verify the completeness of all Contract Documents before submitting a Bid. It is the responsibility of each prospective bidder to check with the District on a daily basis through the close of bids for any applicable Addenda or updates. The District does not assume any liability or responsibility based on any defective or incomplete copying, excerpting, scanning, faxing, downloading or printing of the Contract Documents or on any failure of a bidder to request any Bid Documents or Contract Documents that it does not possess but are specifically referenced in the Contract Documents.
There will be a mandatory Pre-Bid Conference at May 11th 2026, 10:00am, Oakdale Junior High School main parking lot, 400 S Maag Ave, Oakdale, CA 95361. Any Contractor bidding on the Project who fails to attend an entire mandatory job walk and conference will be deemed a non-responsive bidder and will have its bid returned unopened.
Each bidder shall be a licensed contractor pursuant to the California Business and Professions Code, and be licensed to perform the work called for in the Contract Documents. The successful bidder must possess a valid and active appropriate California Contractors License at the time of bid and throughout the duration of this Contract. The Contractor's California State License number shall be clearly stated on the bidder's proposal.
Subcontractors shall be licensed pursuant to California law for the trades necessary to perform the Work called for in the Contract Documents.
Each bid must strictly conform with and be responsive to the Contract Documents as defined in the General Conditions.
In accordance with California Public Contract Code Section 22300, the Owner will permit the substitution of securities for any moneys withheld by the Owner to ensure performance under the Contract.
The California Air Resources Board ("CARB") implemented amendments to the In-Use Off-Road Diesel-Fueled Fleets Regulations (the "Fleets Regulation") which became effective on January 1, 2024 and apply broadly to all self-propelled off-road diesel vehicles 25 horsepower or greater and other forms of equipment used in California. A copy of the Fleets Regulation is available at https://ww2.arb.ca.gov/sites/default/files/barcu/regact/2022/off-roaddiesel/appa-1.pdf. Bidders are required to comply with all CARB and Fleets Regulation requirements, including, without limitation, all applicable sections of the Fleets Regulation, as codified in Title 13 of the California Code of Regulations section 2449 et seq. throughout the duration of the Project. Each bidder shall submit to the District, with its bid, a copy of its most recent and valid Certificate of Reported Compliance (the "CRC") issued by CARB. Each bidder shall also submit to the District, with its bid, a copy of the most recent and valid CRCs issued by CARB to each subcontractor listed in the bidder's Designation of Subcontractors Form. In the alternative, each bidder must certify to the District in writing, with its bid, that CARB compliance does not apply to itself or a particular subcontractor and must provide detailed documentary evidence and reasoning for said exemption(s). FAILURE TO PROVIDE VALID CRCS OR ANY APPLICABLE CERTIFICATION(S) OF EXEMPTIONS AS REQUIRED HEREINABOVE SHALL RENDER A BID NON-RESPONSIVE.
Prevailing wages are applicable to the Project. These per diem rates, including holiday and overtime work, as well as employer payments for health and welfare, pension, vacation, and similar purposes, are available from the Director of the Department of Industrial Relations. Pursuant to California Labor Code Sections 1720 et seq., it shall be mandatory upon the Contractor to whom the Contract is awarded, and upon any subcontractor under such Contractor, to pay not less than the said specified rates to all workers employed by them in the execution of the Contract.
A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in the Labor Code, unless currently registered and qualified to perform public work pursuant to Labor Code section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded.
All payroll records as detailed in Labor Code §1776 of the Contractor and all Subcontractors shall be certified and furnished directly to the Labor Commissioner in accordance with Labor Code §1771.4(a)(3) once every thirty (30) days while Work is being performed on the Project and within thirty (30) days after the final day of Work performed on the Project (or more frequently if required by the District or the Labor Commissioner). The Contractor and all Subcontractors shall submit their own payroll records to the Labor Commissioner on the internet website of the Department of Industrial Relations and such payroll records shall be in an electronic format and manner prescribed by the Labor Commissioner.
Separate payment and performance bonds, each in an amount equal to 100% of the total Contract amount issued by a California admitted surety as defined in California Code of Civil Procedure Section 995.120, are required, and shall be provided to the Owner prior to execution of the Contract and shall be in the form set forth in the Contract Documents.
Where applicable (including projects receiving funding under the State School Facilities Program), bidders must meet the requirements set forth in Public Contract Code Section 10115 et seq., Military and Veterans Code Section 999 et seq. and California Code of Regulations, Title 2, Section 1896.60 et seq. regarding Disabled Veteran Business Enterprise ("DVBE") Programs.
It is each bidder's sole responsibility to ensure its bid is timely delivered and received at the location designated as specified above. Any bid received at the designated location after the scheduled closing time for receipt of bids shall be returned to the bidder unopened.
