NOTICE OF INTENT
TO ADOPT A NEGATIVE DECLARATION
The City of Modesto has prepared a Negative Declaration, EA No. C&ED 2024-11, that evaluated the environmental impacts of the project identified below. The project is located within the Highway 132 Comprehensive Planning District (Highway 132 CPD) and is being analyzed with references to the City's General Plan Programmatic EIR (SCH 2024091127), certified in June of 2024. Based on the analysis of the Negative Declaration, all potentially significant effects (a) have been analyzed adequately in the earlier Programmatic EIR, and (b) have been avoided or mitigated pursuant to that earlier Programmatic EIR including revisions or mitigation measures that are imposed upon the proposed project. Therefore, nothing further is required. Project Title: GPA-23-002/ANX-23-001/SPL-24-003: Proposed General Plan Amendment with Specific Plan and Annexation to facilitate development of a new event center and two apartment units, 1609 and 1617 Maze Boulevard (APNs 007-040-008, -009); submitted by Abdo Mohamad Project Location: The project is located in Stanislaus County within the Highway 132 Comprehensive Planning District (Highway 132 CPD), on approximately 4.9 acres located at the northwest corner of Maze Boulevard and North Carpenter Road. Assessor's Parcel Numbers 007-040-008, 007-040-009, 007-040-015, 007-040-014, 007-040-013, 007-040-012. Project Description: General Plan Amendment: amend land use of 1.72 acres from Residential to Mixed Use; Adoption of a project-targeted Specific Plan ("Pinpoint Plan"), of 1609 and 1617 Maze Blvd., per General Plan policies requiring adoption of a Specific Plan within a CPD prior to development;
Annexation of 1609 and 1617 Maze Blvd. into the City of Modesto, together with the annexation of four existing residential properties to the north of the project site, located at 201, 205, 217 and 225 N. Carpenter Road, totaling 4.9 acres;Administrative Development Plan Review of the proposed event/cultural center, if all other entitlements are approved and the properties are annexed to the City.Document Availability: The comment period for this document begins on March 29, 2026, and closes on April 20, 2026. Written comments should be forwarded on or before April 20, 2026. The project site is not identified on any of the lists compiled pursuant to Section 65962.5 of the Government Code. Public Hearing: The project is scheduled for the April 20, 2026, Planning Commission hearing, to be held in Chambers, 1010 Tenth Street, Modesto CA 95354. A notice will be published of the hearing date and time. The Commission will consider the project and make their recommendation to the City Council, who will consider the item at a regularly scheduled hearing date to be determined after April 20, 2026.
