NOTICE OF PUBLIC HEARING A public hearing will be held by the City Council of the City of Modesto on Tuesday, March 3, 2026, at 5:30 p.m in the Chambers, Basement Level, Tenth Street Place, 1010 10th Street, Modesto, California, regarding the application of Mr. Lyn Bright for the rezone of 1.35 acres from Professional Office (P-O) Zone to Medium Density Residential (R-2) Zone, property located at 3213 Coffee Road, west of Thorsen Avenue. The Planning Commission recommended approval to the City Council at the December 15, 2025, Planning Commission meeting. Staff has prepared an Initial Study, EA No. C&ED 2025-21 which concludes that there are no project-specific significant effects which are peculiar to the project or site, that the proposal is consistent with the City of Modesto Urban Area General Plan and is within the scope of the Programmatic EIR of the General Plan (SCH 2024091127) and therefore pursuant to CEQA Guidelines Section 15183 of the Public Resources Code, no further review is required. All interested persons are invited to attend the public hearing at the above time and place and will be given an opportunity to be heard. If you challenge the proposed rezone in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Council at, or prior to, the public hearing.
