Notice of Proposed General Plan Amendment and Tivoli Specific Plan Amendment A public hearing will be held by the Planning Commission of the City of Modesto at 6:00 pm on Monday, January 5, 2026, in chambers, 1010 Tenth Street, Modesto, California, regarding a proposed amendment to the Circulation Element of the Urban Area General Plan and a proposed amendment to the Street Hierarchy Diagram of the Tivoli Specific Plan, for the reclassification of Claratina Avenue and Oakdale Road from 6-lane roadways to 4-lane roadways, together with text amendments to Chapter 9 of the Tivoli Specific Plan relative to major Specific Plan amendment policies, area located in northeast Modesto. Staff has prepared a Notice of Exemption, Environmental Assessment No. EA/C&ED 2025-25, which concludes that the project is categorically exempt from review under the California Environmental Quality Act (CEQA), pursuant to Section 15061(b)(3) of the CEQA Guidelines "Common Sense", and therefore no further review is required. All persons interested are invited to attend the public hearing at the above time and place in person and will be given the opportunity to be heard. All interested persons are also invited to participate in the public hearing by submitting comments via email to planning@modestogov.com. If you challenge the proposed action in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at or prior to the public hearing. If you are receiving this notice as a property manager for multiple residential units, please post this notice in a common area on a message board or similarly notify all residents.
