NOTICE OF PUBLIC HEARING AND 30-DAY PUBLIC COMMENT PERIOD FOR THE STANISLAUS COUNCIL OF GOVERNMENTS (STANCOG) FISCAL YEAR 2026/27 UNMET TRANSIT NEEDS ASSESSMENT DRAFT 2026 REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM (RTIP) NOTICE IS HEREBY GIVEN that the Stanislaus Council of Governments (StanCOG) will hold a public hearing on Wednesday, January 21, 2026, at 6:00 p.m. during the StanCOG Policy Board meeting. The public hearing will be held for the purpose of soliciting comments on any unmet transit needs in Stanislaus County, which are reasonable to meet by establishing or contracting for new public transportation services. All those wishing to speak will be given an opportunity to do so. As the regional transportation planning agency, StanCOG, must hold at least one public hearing to solicit comments on any unmet transit needs before a determination on transit funding is made. Pursuant to the Transportation Development Act, a determination must be made that there are no areas in Stanislaus County with unmet transit needs that can reasonably be met before monies for other purposes may be approved. A 30-day public review and comment period will commence on November 12, 2025, and conclude on January 22, 2026, at 4:00 p.m. Comments are requested about the transportation needs of all individuals, including but not limited to the elderly, disabled, and persons of limited means. Information about this process and the Unmet Transit Needs survey is accessible on StanCOG's website via QR code or at https://www.surveymonkey.com/r/UTNen2627. The Policy Board meeting will be held in person at the StanCOG Board Room at 1111 I Street, Suite 308, Modesto, CA 95354. Members of the public may participate in person or remotely using the Zoom software platform and shall have the right to observe and offer public comments during the meeting. The following options are available to members of the public to listen to the Policy Board meeting and Public Hearing and provide comments to the Policy Board members during the meeting: Option 1: To listen and speak, join the meeting from your computer or tablet. Please register in advance for the StanCOG Policy Board Meeting on January 21, 2026: https://us06web.zoom.us/meeting/register/KMQVUVv5TCamYVlyO5Zv7g After registering, you will receive a confirmation email containing instructions for joining the meeting. Participants will also need to use a telephone for audio purposes. Dial-in using the following phone number and access code with your telephone: Phone number: +1 669 444 9171 Meeting ID: 850 6300 6302 Passcode: 912120 To make a public comment during the Public Hearing, please use the "Raise Hand" icon in Zoom, and you will be called on by the chair during the meeting. Option 2: To listen to the meeting by telephone only, use the phone number and access code above. Using this option, your comments must be submitted via email to unmettransitneeds@stancog.org or by calling 209-525-4600 by 3:00 pm on January 21, 2026. Comments received in this manner will be shared with Policy Board members and placed in the record during the public hearing. Every effort will be made to read comments received into the record, but some comments may not be read due to time limitations. All public comments received before the end of the 30-day comment period, ending on January 22, 2026, at 4:00 p.m., will be incorporated into the fiscal year 2026/27 Unmet Transit Needs Analysis Report. Comments received after 4:00 p.m. on January 22, 2026, will be included in the subsequent analysis. Staff will present a draft analysis to the StanCOG Policy Board for adoption at a later meeting date in 2026. Spanish translation services will be available at this hearing.
