NOTICE OF PROPOSED ORDINANCE SIXTH CYCLE HOUSING ELEMENT IMPLEMENTATION Two ordinances are proposed for adoption to implement multiple actions included in the Stanislaus County draft sixth cycle Housing Element (General Plan Amendment, Rezone, and Ordinance Amendment Application No. PLN 2025-0053). The ordinance amendment application includes amendments to Chapters 21.12 – Definitions, 21.20 – General Agriculture District (A-2), 21.24 - Rural Residential District (R-A), 21.28 - Single-Family Residential District (R-1), 21.32 - Medium Density Residential District (R-2), 21.36 - Multiple-Family Residential District (R-3), 21.44 - Historical Site District (H-S), 21.52 - Neighborhood Commercial District (C-1), 21.48 - Highway Frontage District (H-1), 21.56 - General Commercial District (C-2), 21.60 - Industrial District (M), 21.72 - Mobile Homes, 21.74 - Accessory Dwellings, 21.82 - Density Bonus for Affordable Housing, 21.76 - Off-Street Parking, and 21.100 - Staff Approval Permits, and adoption of a new Chapter 21.58 Mixed Use District (M-U). The rezone application proposes to adopt Sectional District Maps for the purpose of rezoning 139 parcels, from Rural-Residential (R-A), Single-Family Residential (R-1), Highway Frontage (H-1), General Commercial (C-2), and Planned Development (83) (89) and (265) to Multiple-Family Residential (R-3) and Mixed-Use (M-U), totaling 146.62± acres, located in the following areas throughout unincorporated Stanislaus County: the Bret Harte neighborhood, along a portion of Crows Landing Road and surrounding Fairview Park; in the Bystrom neighborhood and Hatch/Stonum pocket of the North Ceres area; in the Laurel/Central neighborhood of the South Ceres area; in the Beverly/Waverly and Spencer/Marshall neighborhoods of the West Modesto area; and in the communities of Denair, Empire, Keyes, and Salida. On December 9, 2025 at 9:00 a.m., or as soon thereafter as the matter may be heard, the Stanislaus County Board of Supervisors will meet in the Basement Chambers, 1010 10th St., Modesto, CA, to consider the Planning Commission's recommendation of approval for both of the proposed ordinances.
