NOTICE TO CONTRACTORS INVITATION TO BID LANDSCAPE AND IRRIGATION MAINTENANCE SERVICES SILVER PALMS WEST COMMUNITY DEVELOPMENT DISTRICT (THE "DISTRICT") MIAMI-DADE COUNTY, FLORIDA All interested applicants must upload their bids in PDF format, to the attention of the District, using the District's one-drive cloud link, by 3:00 p.m., on September 25, 2026. The package uploaded must be in a zipped folder, titled Silver Palms West CDD Landscape and Irrigation Maintenance Services. Bids will not be accepted after that date and time. The bids will be analyzed by the District Engineer and the final selection will be announced at the next regularly scheduled meeting of the District's Board of Supervisors on October 15, 2026. RFP Name: Silver Palms West CDD Landscape and Irrigation Maintenance Agreement (the "Contract"). Project Location: The Project is located in the District, bounded on the south by SW 248th Street, on the west by SW 120th Ave, on the east by Palm Glades CDD, and on the north by Palm Glades CDD, and Summerville Villas Development. Contract Description/ Duties: Contractor shall provide all labor, supervision, materials, equipment, and services necessary to perform the Landscape Maintenance Services described in the Agreement, the RFP, the Proposal, and authorized work orders. Contractor shall designate an authorized representative, protect and clean the property, promptly repair damage related to irrigation and/or landscaping, conduct monthly inspections, and provide scheduling notices and monthly service reports. Contractor shall meet with the District Representative upon request. Pre-Bid Meeting: A non-mandatory, but recommended, pre-bid meeting is scheduled for planholders at the District Engineer's office on September 7, 2026, at 1:00 PM. A representative of the District Engineer will be present to discuss plans, specifications, and conditions of the Project. The District Engineer office is located at Alvarez Engineers, 8935 NW 35 Lane, Suite 101, Doral, Florida 33172. Plans, Specifications and Bid Documents: Instructions to Bidders, Plans, Specifications and Bid Documents may be requested from the District Engineer at aaleman@alvarezeng.com. The Bid Documents include eligibility requirements and factors that will be considered in determining the lowest responsive and responsible bid. Bid Proposal: Bids must be submitted in full accordance with the service agreements provided upon request. Bid packages shall be uploaded to OneDrive link provided by the District Engineer upon request. Required Information: • Company qualifications and relevant experience. • At least three references for comparable contracts. • Proposed staffing, supervision, and maintenance schedule. • List of equipment available for the work. • Quality-control and inspection plan. • Irrigation maintenance and emergency-response plan. • Required Florida and Miami-Dade County licenses and certifications. Additional Requirements: • Financial capacity and references • Written confirmation that pricing remains valid for 60–90 days • Agreement to execute the contract within a stated period • Performance guarantees and termination rights • Applicable fertilizer and pesticide applicator credentials. • Proof of required insurance. • List of proposed subcontractors. • Disclosure of recent litigation, defaults, or contract terminations. • Required public-entity, E-Verify, and conflict-of-interest certifications.
