Request for Qualifications (RFQ) Announcement
Florida Power & Light Company seeks professional engineering services for design and construction administration for a comprehensive infrastructure upgrade for 3 projects at Miami International Airport.
1. Airfield Lighting Vaults 605 & 742,
2. Terminal H Rooms H1827 & H1828
3. Flamingo Parking Garage Park 2 & Park 4
These mission-critical projects involve replacement of backup power generation systems and electrical distribution upgrades. All work must be completed without disruption to operations at these essential airport facilities. The estimated project duration is projected to be 30 months.
Minimum qualifications
1. 5 years of experience managing mission-critical infrastructure projects at airports or similar facilities with 24/7 operations (note that a proven track record of projects at active commercial airports is highly preferred)
2. Demonstrated experience as Engineer of Record (EOR) for electrical infrastructure projects involving generator systems, switchgear, and power distribution upgrades
3. Firm must be authorized to practice engineering in the State of Florida
4. Availability of a Florida-licensed Professional Engineer (PE) who shall serve as Engineer of Record
5. Demonstrated experience designing projects requiring phased construction and temporary power solutions in operational facilities
6. Proven ability to coordinate multi-disciplinary engineering scope, including electrical and supporting mechanical systems
7. Familiarity with FAA advisory circulars to airfield lighting systems
8. Demonstrated knowledge of applicable codes and standards, including NEC, NFPA, Florida Building Code (HVHZ), MDAD badging and security clearance capabilities, and applicable local regulations
9. Experience supporting permitting, AHJ coordination, and construction administration services
10. Ability to meet the insurance requirements (to be outlined in the RFQ)

FPL will evaluate RFQ responses and select a minimum of three (3) qualified bidders to participate in a project-specific Request for Proposal (RFP). FPL may select additional bidders at its discretion.
