CITY OF HIALEAH ADVERTISEMENT & REQUEST FOR PROPOSAL The City of Hialeah, Florida, will receive electronic (sealed) responses for the project entitled: Third-Party Claims Administration & Workers Compensation until Wednesday, August 12, 2026, via the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/ cityofhialeahfl. The responses must be submitted electronically in the manner specified below in the electronic submittal method described below and in no other manner. Responses submitted in any other manner will not be considered. Third-Party Claims Administration & Workers Compensation BID #2025-26-033 Contract documents, including drawings, technical specifications, addendums, and proposal forms may be obtained on the City’s e-Procurement Portal located at https://procurement. opengov.com/portal/cityofhialeahfl The City of Hialeah is seeking proposals for a fully bundled Workers’ Compensation and Third-Party Liability Claims Administration program from qualified, licensed firms. The City intends to partner with a single Third-Party Administrator (TPA) that integrates claims adjusting, medical management, telephonic case management, and provider network access under a unified service model. The successful Proposer must embody a philosophy focused on meeting the reasonable, necessary, and related medical needs of injured workers to facilitate an expedient and healthy return to work while aggressively controlling municipal liability exposures. Each Response shall be submitted electronically via the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/cityofhialeahfl no later than the date and time specified below. Bids received after said date and time will not be considered, and no time extensions will be granted. The City’s schedule for this Solicitation is as follows: Event Date Time Advertisement Date: July 12, 2026 Please see the details in the solicitation for the Pre- July 22, 2026 10:00 AM Proposal Zoom Meeting: Question Submission Deadline: August 5, 2026 2:00 PM Proposal Submission Deadline: August 12, 2026 11:00 AM (The City reserves the right to delay or modify scheduled dates and will notify Bidders in writing of all changes in scheduled dates.) The City of Hialeah reserves the right to reject any and all responses, and to decide to re- advertise/re-bid or not, or to waive any informalities or minor irregularities, technicalities, or omissions, in the solicitation process. Responses may be held over by the City of Hialeah Purchasing Division, at its sole discretion, for a period not to exceed one hundred eighty (180) days from the date of opening for the purpose of reviewing the response and investigating the qualifications of the respondents, prior to consideration of the awarding of the contract and must be honored by the Vendor on the same terms and conditions during this period. Please be advised that this Solicitation is issued subject to the City of Hialeah’s Code of Ordinances. The Miami-Dade County Cone of Silence Ordinance, codified as 2-11.1 (t) of the Miami-Dade County Code, which are deemed as being incorporated by reference in this solicitation.
