Public Notice FINAL NOTICE AND PUBLIC EXPLANATION OF A PROPOSED ACTIVITY IN A 100-YEAR FLOODPLAIN July 12, 2026 To: All Interested Agencies, Groups and Individuals Miami-Dade County Department of Housing and Community Development (HCD) gives notice that an evaluation of federal regulation 24 CFR Part 58 has been conducted as required by Executive Order 11988, in accordance with regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. HCD will be seeking approval from the United States Department of Housing and Urban Development (HUD) for a Section 18 Demolition/Disposition. This activity is located within a 100-year floodplain. Disposition of Scott Homes Site: The Disposition of Scott Homes Site project is located at 7100-7200 NW 22nd Avenue, Unincorporated Miami-Dade, FL 33147 (Miami-Dade Folio Nos. 30-3110-062-0030 and 30-3110-028-01770). The project site encompasses approximately 13.88 acres of mostly undeveloped land with vegetation, paved areas, and a 461 square foot single-story building that was constructed in 1971. The site formerly existed as a multifamily housing community that was constructed in 1955 and was demolished between 2000 and 2006. The site currently remains vacant. The project will consist of the redevelopment of the site and will entail the new construction of a logistics center/warehouse facility (i.e., a 251,000 square foot main building) with additional ancillary buildings and parking. Most of the project site (approximately 90%) is located within a 100-Year floodplain (i.e., Zone AH, elevation 11 feet) in accordance with Flood Insurance Rate Map Panel No. 12086C0303L, effective 9/11/09. The proposed project site is not located within a wetland. The Disposition of Scott Homes Site will be funded through Section 18 Demolition/ Disposition – Public and Indian Housing funding. It is HCD’s determination that there is no practicable alternative for the project that will meet the specific project objectives for economic development by redeveloping the former multifamily housing, and currently vacant site. Although there may be additional impervious areas as a result of this project, site drainage will be designed by the Engineer of Record and reviewed and approved by Miami-Dade County Department of Regulatory and Economic Resources (RER) and Department of Environmental Resource Management (DERM). The finished design will accommodate any increase in impervious areas without adversely impacting site drainage and will also minimize potential damage to the property as a result of flooding. The finished design will be in compliance with Miami-Dade County Building and Development and the South Florida Building Code. Based on existing elevations reported at the site (6.36 – 12.66 feet) and flood elevation of 10.9 feet, the proposed finish floor elevation of the building will be 15.3 feet, which exceeds the Zone AH flood zone elevation by over four feet. By elevating the buildings and minimizing impervious surfaces in the floodplain to the greatest extent feasible, the construction will have minimal effects on water resources. There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.
