Notice of Proposed Rule Development by East Homestead Community Development District and Public Hearing Thereon In accordance with Chapters 120 and 190, Florida Statutes, the East Homestead CDD (the "District") hereby gives notice of its intention to enact and establish certain amendments to the East Homestead CDD Club Oasis Rules and Regulations (the "Rules"). The proposed amendments, designated as Resolution #2026-06, include revisions to the Club Rules providing for enhanced membership eligibility and identification requirements; implementation of a facial recognition access system in lieu of membership cards; clarification of lessee, guest, and caregiver access procedures; expansion of rules governing alcohol, conduct, and use of the Club Facilities; additional pool and fitness center operational and safety requirements; and minor grammatical, organizational, and clarifying revisions throughout the Rules; as well as removal of voided Rule 3.6 related to firearms and amendment to prohibit weapons on Club Property, except as permitted by Florida or federal law. The purpose of the proposed amendments is to update the Club Rules to reflect current operations, modernize membership access procedures, clarify member eligibility and facility use requirements, and strengthen enforcement provisions. The effect of the amendments is to implement a facial recognition access system in lieu of membership cards; establish enhanced membership, lessee, guest, and caregiver identification and registration requirements; clarify rules governing alcohol, member conduct, and use of the Club Facilities; expand pool and fitness center operational and safety requirements; strengthen enforcement authority and suspension provisions for violations of the Rules; make minor grammatical, organizational, and clarifying revisions throughout the Rules; and remove former Rule 3.6 relating to firearms and amend the Rules to prohibit firearms and other weapons on Club Property, except as expressly permitted by applicable Florida or federal law. A public hearing on the adoption of the proposed rule amendments will be conducted by the District's Board of Supervisors on August 14, 2026, at 9:00 a.m. at the Oasis Community Clubhouse, 171 NE 30th Road, Homestead, Florida, to receive public comment on the adoption of the proposed rule amendments. The public hearing will provide an opportunity for interested persons to address and comment upon the proposed amendments. The proposed amendments may be adjusted at the public hearing pursuant to discussion by the Board of Supervisors and public comment.
