IN A 100-YEAR FLOODPLAIN

Miami-Dade County Department of Housing and Community Development (HCD) gives notice that an evaluation of federal regulation 24 CFR Part 58 has been conducted as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The project is located within the 100-year floodplain:
Liberty Square Phase Six: Liberty Square Phase Six is the redevelopment of a vacant, former public housing site to create new affordable housing. The site is located at 1301 NW 62nd Street, Miami, FL 33147 (Miami Dade Folio No.: 01-3114-002-0015). The property was vacant land until circa 1937, when the Liberty Square Housing development was constructed. The site was originally developed with 10 one-story and seven two-story apartment buildings, which were demolished in 2025. The proposed project will consist of the new construction of two 8-story buildings, containing 336 affordable units serving households between 20% and 80% AMI. Most of the project site (approximately 95%) is located within a 100-Year floodplain (i.e., Zone AH, elevation 11 feet) in accordance with Flood Insurance Rate Map Panel No. 12086C0304L, effective 9/11/09. The project site is not located within a wetland.
HCD was unable to identify other practicable alternatives, located outside of the floodplain, that would meet the project objectives of redeveloping the former residential housing site located at 1301 NW 62nd Street, Miami, FL 33147, and replace it with new affordable housing. The overarching goal is to redevelop the entire former Liberty Square Public Housing site, which is bound by NW 67th Street, NW 12th Avenue, NW 62nd Street, and NW 15th Avenue. The Liberty Square Phase Six site is one block of this larger planned development and there are no other project sites located outside of the former Liberty Square Public Housing site that could meet these specific project objectives. Although the project site is located within the floodplain, the floodplain has already been altered with the historical construction of residential housing in 1937. The redevelopment project site will not further impact the flood zone due to its previously improved state, and the finished floor elevation will be raised to 12 feet above the floodplain. Additionally, steps were taken to minimize risks to human life and property via evacuation plans and flood insurance, etc. The statutorily required flood insurance premiums will be maintained for the life of the structures in accordance with the Flood Disaster Protection Act of 1973. The proposed Liberty Square Phase Six project will be beneficial to the entire community as it will help to provide much-needed affordable housing for low to moderate income residents within Miami-Dade County and will increase the supply of affordable housing. The No action alternative was considered and rejected because it would not meet the project objectives of increasing the availability of quality affordable housing within the County.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
Environmental files that document compliance with steps 3 through 6 of Executive Order 11988, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.
