This is to give notice that the Miami-Dade County Department of Housing and Community Development (HCD), under Federal Regulation 24 CFR Part 58, has determined the following proposed actions under the United States Housing Act of 1937, is located in a 100-year floodplain. Miami-Dade County will be identifying and evaluating practicable alternatives to locating the action in a floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, in accordance with U.S. Department of Housing and Urban Development (HUD) regulations in 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed action is described as follows:
Action(s) Disposition of Scott Homes Site: The Disposition of Scott Homes Site project is located at 7100-7200 NW 22nd Avenue, Unincorporated Miami-Dade, FL 33147 (Miami-Dade Folio Nos. 30-3110-062-0030 and 30- 3110-028-01770). The project site encompasses approximately 13.77 acres of mostly undeveloped land with vegetation, paved areas, and a 461 square foot single story building that was constructed in 1971. The site formerly existed as a multifamily housing community that was constructed in 1955 and was demolished between 2000-2006. The site currently remains vacant. The project will consist of the redevelopment of the site and will entail the new construction of a logistics center/warehouse facility (i.e., a 251,000 square foot main building) with additional ancillary buildings and parking. The majority of the project site (approximately 90%) is located within a 100-Year floodplain (i.e., Zone AH, elevation 11 feet) in accordance with Flood Insurance Rate Map Panel No. 12086C0303L, effective 9/11/09. The proposed project site is not located within a wetland. The Disposition of Scott Homes Site will be funded through Section 18 Demolition/ Disposition – Public and Indian Housing funding.
There are three primary purposes for this notice. First, people who may be affected by activities in the floodplain and wetland and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about the floodplain and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in the floodplain, it must inform those who may be put at greater or continued risk.
Written comments must be received by Miami-Dade Housing and Community Development at the following address by June 8, 2026, Miami-Dade Housing and Community Development, 701 NW 1 Court, 14th Floor, Miami, Florida 33136.
