CITY OF HIALEAH ADVERTISEMENT & REQUEST FOR PROPOSAL (RFP) The City of Hialeah, Florida, will receive electronic (sealed) bids for the project entitled: Disaster Debris Removal until Tuesday, June 23, 2026 via the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/cityofhialeahfl. The responses must be submitted electronically in the manner specified below in the electronic submittal method described below and in no other manner. Bids submitted in any other manner will not be considered. Disaster Debris Removal RFP #2025-26-031 Contract documents, including drawings, technical specifications, addendums, and Bid forms may be obtained by registering for free at https://procurement.opengov.com/portal/cityofhialeahfl. The City of Hialeah, Florida (hereinafter referred to as the “City”), is hereby soliciting proposals from all qualified companies that wish to provide the City with disaster recovery services, which may include emergency road clearance; Debris removal from public Rights-of-Way and public property; removal of certain hazardous Stumps or hanging trees or limbs; operation of temporary Debris staging areas and reduction sites; Debris disposal; and Hazardous Waste abatement. Each Response must be submitted electronically via the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/cityofhialeahfl no later than the date and time specified below. Bids received after said date and time or in some other manner than as stated above will not be considered and no time extensions or waivers will be granted. The City’s schedule for this Solicitation is as follows: Event Date Time Advertisement Date: Sunday, May 17, 2026 Pre-Bid Meeting: Last Date for Receipt of Written Questions: Thursday, June 4, 2026 2:00 PM Deadline for Submittal of Bids: Tuesday, June 23, 2026 11:00 AM (The City reserves the right to delay or modify scheduled dates and will notify Bidders in writing of all changes in scheduled dates.) A bid bond will be required if the bid amount exceeds $100,000.00. A Bid Bond, a certified check, cashier’s check, Treasurer’s check, or bank draft of any State or National Bank in the amount of five percent (5%) of the total bid amount must be submitted as an original hard copy prior to the closing date and time of the solicitation. Performance and Payment Bonds will be required if the contract amount exceeds $200,000.00. After an approved award, the successful Respondent shall post a Performance and Payment Bond from a Corporate Surety equal to one hundred percent (100%) of the project total, unless otherwise specified. Failure to timely submit any required Bond(s) will result in the disqualification of the bid response or rescission of the bid award, as applicable. Attention to all contractors this is a Federal and/or State-funded project and the contractor must ensure that employees and applicants for employment are not discriminated against because of their age, race, creed, color, religion, sex, disability, national origin, or familial status. The City of Hialeah provides equal access and equal opportunity in employment and services. Section 3 Business, Minority, and Women-owned businesses are encouraged to apply. There is no “Local Preference” for business located in the City of Hialeah or Miami-Dade County applicable or provided for in this solicitation. The City of Hialeah reserves the right to reject any and all responses, and to decide to re-advertise/re-bid or not, or to waive any informalities or minor irregularities, technicalities, or omissions, in the solicitation process. Responses may be held over by the City of Hialeah Purchasing Division, at its sole discretion, for a period not to exceed one hundred eighty (180) days from the date of opening for the purpose of reviewing the responses and investigating the qualifications of the respondents, prior to consideration of the awarding of the contract and must be honored by the Vendor on the same terms and conditions during this period. Please be advised that this Solicitation is issued subject to the City of Hialeah’s Charter and Code of Ordinances. and the Miami-Dade County “Cone of Silence”, see 2-11.1(t), Miami-Dade County Code, which are deemed as being incorporated by reference in this Solicitation.
