TOWN OF BAY HARBOR ISLANDS Bridge Replacement Projects BC-162-165 FM 453019-1-38-01 – NE 96th Street Bridge over Bay Harbor Waterway And FM 453040-1-38-01 – Kane Concourse (SR 922) Bridge over Indian Creek RFQ No 5-1031-PW-0-2026/FVR The Town of Bay Harbor Islands ("Town") is requesting Statements of Qualifications (SOQs) from qualified, experienced, and properly licensed professional engineering consulting firms to provide comprehensive design and construction-support services for the replacement of two existing bridges as part of the Town's Bridge Replacement Program: FM 453019-1-38-01 – NE 96th Street over Bay Harbor Waterway Bridge FM 453040-1-38-01 – Kane Concourse (SR 922) over Indian Creek Bridge The selected Consultant shall furnish all expertise, personnel, and resources necessary to perform professional services for the planning, design, permitting, bidding, and construction phases of both bridge replacement projects, in accordance with all applicable Federal, State, and Local regulations. Consultant(s) must be registered and licensed to practice engineering in the State of Florida, and must demonstrate substantial experience in major bridge design and construction projects of similar scope and complexity. This solicitation will follow the Qualifications-Based Selection (QBS) process established by the Consultants' Competitive Negotiation Act (CCNA), Florida Statutes § 287.055. No pricing information shall be requested or considered until negotiations commence with the top-ranked firm. Immediately thereafter, Submittals will be received and reviewed in accordance with the RFQ requirements. The Town assumes no responsibility for Submittals not properly marked. Any Submittal received after the Submittal Deadline will not be accepted. The Town's normal business hours are Monday through Friday, 9:00 a.m. through 5:00p.m. excluding holidays observed by the Town. The Town reserves the right to reject any or all Submittals and to waive informalities, except timely submission of Submittals, in any Submittals received, to re-advertise for Submittals or to take any other such actions that may be deemed in the best interests of the Town. The Town hereby provides notice to all proposers of the imposition of a Cone of Silence for this solicitation, as set forth in Section 2-1.4 of the Town Code.
