View original file NOTICE OF PUBLIC HEARING RELATING TO PUBLIC IMPROVEMENTS AND LEVY OF NON-AD VALOREM ASSESSMENTS
The Board of Supervisors of the Palm Glades Community Development District (“Board”) will hold a public hearing on June 16, 2026 at 6:30P.M., at the Silver Palms by Lennar/Clubhouse Silver Palms, 23770 SW 115th Avenue, Miami, Florida 33032 to consider the adoption of an assessment roll and the imposition of non-ad valorem special assessments (“Assessments”) to finance fund, plan, establish, acquire, construct or reconstruct, enlarge or extend, or equip certain public infrastructure improvements and facilities within and outside the 2026 Expansion Area (as hereafter defined) within the Palm Glades Community Development District (“District”), benefiting all assessable lands within the 2026 Expansion Area of the District (as such 2026 Expansion Area is defined in Ordinance No. 25-118 of the Board of County Commissioners of Miami-Dade County, Florida), including, but not limited to, onsite and offsite roadway improvements (including impact fees), stormwater management system (including onsite and offsite drainage facilities), water distribution and sanitary sewer collection systems (including connection fees); and related incidental costs and improvements; and to pay all or a portion of the design, acquisition and construction cost of said public infrastructure improvements (collectively, the “2026 Expansion Area Improvements”), as more particularly described in the Fifth Supplemental Engineer’s Report relating to the 2026 Expansion Area Infrastructure Improvements prepared by Alvarez Engineers, Inc., dated as of, and accepted by the Board on, April 14, 2026 (“Engineer’s Report”). The Board will consider the levy of Assessments on benefited properties, or property interests therein, within the 2026 Expansion Area within the District, a depiction of which properties, or interests therein, is shown below, and to provide for the levy, collection and enforcement of the Assessments. The public hearing will be conducted pursuant to Chapters 170, 190 and 197, Florida Statutes. Developable areas within the 2026 Expansion Area of the District (as described below and as identified in the Engineer’s Report) will be improved. The 2026 Expansion Area within the District consists of approximately +/- 18.51 acres within unincorporated Miami-Dade County, Florida, bounded on the west by theoretical SW 110 Place, on the north by theoretical SW 229 Street, on the east by SW 109 Avenue, and on the south by SW 232 Street. A description of the property within the 2026 Expansion Area of the District to be assessed, the nature of and the estimated costs of the 2026 Expansion Area Improvements, as described in the Engineer’s Report, and the amount to be assessed to each piece or parcel of property may be ascertained by reviewing the related documentation on file and available for review at the District Office located at Governmental Management Services-South Florida, LLC, 5385 N. Nob Hill Road, Sunrise, Florida 333351 or at the Local Records Office located at 2804 NE 8th Street, Suite 202, Homestead, Florida 33033 or by contacting the District Manager’s Office at 954-721-8681 or by email at info@gmssf.com. The District intends to impose Assessments on benefited lands within the District in the manner set forth in the Master Assessment Methodology for the 2026 Expansion Area, prepared by Governmental Management Services-South Florida, LLC, dated April 14, 2026 (“Assessment Report”), which is on file and available to the public for inspection at the District Office and at the Local Records Office. Property within the 2026 Expansion Area of the District will be assessed in the principal amount not to exceed $50,349.78 for each Villa and $55,944.20 for each Condominium in the manner described in the Assessment Report. The total amount to be levied against benefited lands within the 2026 Expansion Area within the District is $13,835,000 for 257 residential units (97 Villas and 160 Condominiums), exclusive of fees and costs of collection or enforcement, discounts for early payment and the annual interest costs. The Assessments may be prepaid in whole in some instances or may be paid in not more than thirty (30) annual installments, excluding any capitalized interest period, subsequent to the issuance of debt to finance the 2026 Expansion Area Improvements. These annual Assessments will be collected on the Miami-Dade County tax roll by the Tax Collector. Alternatively, the District may choose to directly collect and enforce these assessments. The District also intends to levy and collect non-ad valorem special assessments on property within the 2026 Expansion Area of the District to cover the operation and maintenance of the District’s 2026 Expansion Area Improvements and the District (the “O&M Assessments”). These annual O&M Assessments will be collected on the Miami-Dade County tax roll by the Tax Collector. Alternatively, the District may choose to directly collect and enforce these O&M Assessments as well. There may be occasions when one or more Supervisors of the Board will participate by telephone. At the above referenced location, a speaker phone will be available so that any interested person may attend the meeting and be fully informed of the discussions taking place either in person or by telephone communication. Participants are strongly encouraged to submit questions and comments to the District Manager’s Office at info@gmssf.com or by calling (954) 721-8681 by in advance of the meeting and public hearing to facilitate the Board’s consideration of such questions and comments during the meeting and public hearing. Affected persons may either appear at that hearing or, prior to the meeting, submit their written comments to the offices of District Manager, 5385 N. Nob Hill Rd., Sunrise, FL 33351 (the “District Office”). All affected or interested persons have the right to appear at the public hearing and the right to file written comments or objections with the District within twenty (20) days of the publication of this notice. Pursuant to the provisions of the Americans with Disabilities Act, any person requiring special accommodations to participate in this hearing and meeting is asked to contact the District Office at 954-721-8681 at least five calendar days prior to the hearing and meeting. If anyone chooses to appeal any decision of the Board with respect to any matter considered at the hearing or at the meeting, such person will need a record of the proceedings and should accordingly ensure that a verbatim record of the proceedings is made, which includes the testimony and evidence upon which such appeal is to be based.
