CITY OF HIALEAH ADVERTISEMENT & REQUEST FOR PROPOSAL The City of Hialeah, Florida, will receive electronic (sealed) responses for the project entitled: Batting Cage Management Services until Thursday, May 21, 2026, via the City’s e-Procurement Portal located at https://procurement.open- gov.com/portal/cityofhialeahfl. The responses must be submitted electronically in the manner specified below in the electronic submittal method described below and in no other manner. Responses submitted in any other manner will not be considered. Batting Cage Management Services BID #2025-26-039 Contract documents, including drawings, technical specifications, addendums, and proposal forms may be obtained on the City›s e-Procurement Portal locat- ed at https://procurement.opengov.com/portal/cityofhialeahfl The City of Hialeah is seeking qualified and experienced operators to manage and activate its batting cage facility at Babcock Park. This initiative is designed to transform an underutilized recreational asset into a vibrant, high-quality train- ing and community hub that serves residents of all ages, with a strong emphasis on youth development. The selected operator will be responsible for restoring the facility to full opera- tional condition, including the repair of existing equipment and the installation of necessary safety features, while delivering structured programming, such as lessons and clinics. The City is particularly interested in partners who can provide affordable, accessible services to residents while maintaining a professional and sustainable operation. This opportunity is ideal for organizations with experience in sports training, baseball/ softball instruction, or recreational facility management that are committed to com- munity engagement, operational excellence, and youth-focused programming. Each Bid shall be submitted electronically via the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/cityofhialeahfl no later than the date and time specified below. Bids received after said date and time will not be considered, and no time extensions will be granted. The City’s schedule for this Solicitation is as follows: Event Date Time Advertisement Date: April 19, 2026 Pre-Proposal Meeting April 30, 2026 10:00 AM (Non-Mandatory): 651 E 4th Ave. Hialeah, FL 33010 Question Submission May 14, 2026 2:00 PM Deadline: Proposal Submission Deadline: May 21, 2026 11:00 AM (The City reserves the right to delay or modify scheduled dates and will notify Bidders in writing of all changes in scheduled dates.) The City of Hialeah reserves the right to reject any and all responses, and to decide to re-advertise/re-bid or not, or to waive any informalities or minor irregu- larities, technicalities, or omissions, in the solicitation process. Responses may be held over by the City of Hialeah Purchasing Division, at its sole discretion, for a period not to exceed one hundred eighty (180) days from the date of opening for the purpose of reviewing the response and investigating the qualifications of the respondents, prior to consideration of the awarding of the contract and must be honored by the Vendor on the same terms and conditions during this period. Please be advised that this Solicitation is issued subject to the City of Hialeah’s Code of Ordinances. The Miami-Dade County Cone of Silence Ordinance, cod- ified as 2-11.1 (t) of the Miami-Dade County Code, which are deemed as being incorporated by reference in this solicitation.
