RAINBOW VILLAGE III – RGC PHASE III, LLC.
DEMOLITION
Rainbow Village III is undertaking demolition of the structure(s) located at 2140 NW 3rd Ave., Miami, FL 33136. We are seeking qualified Contractors to complete the work. All bids must be submitted no later than 04/23/2026 at 03:00 PM.

A pre-bid meeting will be held at the project site on 04/13/2026 starting at 11:00 AM EST.
Contractor shall be able to receive copies of the Bid Documents via email to carlosr@htgf.com until 04/14/2026 5:00 pm EST.
Requests for Information (RFI) shall be sent via email to carlosr@htgf.com not later than 04/17/2026 at 5:00 PM. A response to all submitted RFI will be sent to all eligible bidders via email not later than 04/20/2026 at 5:00 PM.
Bid packages must be submitted in a sealed envelope; the bidder's name and project address must be indicated on the outside of the envelope. Sealed bids for this project will be accepted from eligible bidders at 3225 Aviation Ave, 6th floor, Miami, Florida, 33133 until 3:00 PM EST, Thursday, April 23, 2026, at which place and time they shall be publicly opened, read aloud, and recorded. Bids shall be prepared and submitted using the scope deliverables indicated in the bid documents. Bidders shall comply with all insurance and building codes requirements; any bids received after said time will not be opened and will be returned to the bidder.
The Contract will be awarded to the lowest-responsive and responsible bidder; however, RGC Phase III, LLC reserves the right to reject any bids if it is in its interest to do so.
NOTICE TO BIDDERS / PROSPECTIVE CONTRACTOR(S):
This project, will be federally funded, in part or whole through the Miami-Dade County Housing and Community Development with Community Development Block Grant funds from the U.S. Department of Housing and Urban Development (HUD) and as such, bidder must comply with Presidential Executive Order 1 1246, as amended by Executive Order 1 1375; Title Vll of the Civil Rights Act of 1964 as amended; the Davis- Bacon Act of 1968, as amended; the Copeland Anti-Kickback Act; the Contract Work Hours and Safety Standards Act and all other applicable federal, state and local laws, regulations, and ordinances.
Note that the bidder is required to pay workers on this project the minimum wages as determined in the Wage Determination Decision included in the Bidder's package, and that the contractor must ensure that employees are not discriminated against because of race, color, religion, sex, or national origin.
This project is also a Section 3 covered activity. Section 3 requires that job training, employment, and contracting opportunities be directed to very low and low-income persons or business owners who live in the project's area.
The Agency reserves the right to reject any or all general bids, if it is in the public interest to do so, and to reject any bid if it determines that such a bid does not represent the bid of a person competent to perform the work as specified or that less than two such bids were received and that the prices are not reasonable for acceptance.
